Who we are supporting
The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.
The NCIA provides a wide range of services, including:
- Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
- Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
- Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
- Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
- Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.
The program
Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO's principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.
To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.
Role Background
The NCIA has been established with a view to meeting to the best advantage the collective requirements of some or all NATO nations in the fields of capability delivery and service provision related to Consultation, Command & Control as well as Communications, Information and Cyber Defence functions, thereby also facilitating the integration of Intelligence, Surveillance, Reconnaissance, Target Acquisition functions and their associated information exchange.
To strengthen the Alliance through connecting its forces, the NCI Agency delivers secure, coherent, cost effective and interoperable communications and information systems in support of consultation, command & control and enabling intelligence, surveillance and reconnaissance capabilities, for NATO, where and when required. It includes IT support to the Alliances' businessprocesses (to include provision of IT shared services) to the NATO HQ, the Command Structure and NATO Agencies.
The Directorate of CIS Support Units (DCSU) is responsible to manage, deliver and maintain assigned Communications and Information System (CIS) products and services for the Agency's customers including NATO Headquarters (NHQ), the NATO Command Structure (NCS), NATO Force Structure (NFS), Nations and internal Agency users. DCSU provides liaison, planning and coordinating functions for Alliance Missions, Operations and Exercises. Services are delivered in coordination with the Enterprise Service Operations Centre (ESOC) and Agency Service Lines/Service Centres under the Enterprise Service Delivery Model (ESDM).
NCI Agency CIS Support Unit (CSU) Brussels, located in Brussels (BEL) is the primary Information, Communications and Technology (ICT) service provider for 24/7 support to the Secretary General, the International Staff (IS), the International Military Staff (IMS) and other Customers in the NATO Headquarters in Brussels.
CSU Brussels enables end-to-end CIS services as it installs, operates, maintains and supports the full range of CIS capabilities during peacetime, crisis and war throughout its allocated Area of Responsibility (AOR) and as otherwise directed.
The Service Operations Branch (SOB) is responsible for providing local support to the provision of CIS services to local and remote customers in accordance with SLAs and other agreements. Under coordination of the NCI Agency's OPS Centre, SOB directs, coordinates, supervises and executes all local Service Operation activities required in support of all Service Lines. SOB provides local Level 1 and 2 CIS support, directly or as directed by the Enterprise Services Operations Centre and/or in coordination with the appropriate service lines. SOB contributes to Continual Service and Process Improvement and reports Key Performance Indicators to appropriate service lines. SOB is locally responsible for the installation, operation, maintenance and administration of assigned CIS equipment, as well as all operating systems, core and specific application software. SOB contributes to Problem Management, Access Management, Event Management, Request Fulfilment, Release and Deployment, Test and Validation, Configuration Management and Change Management in support of appropriate Service Lines and in coordination with Service Management Branch. SOB is responsible for the provision of limited support to corporate customers within the CSU AOR. SOB is further responsible for the development and continual improvement of Configuration, Problem, Change and Release Management processes and procedures.
Role Duties and Responsibilities
- First and Second line incident resolution on network elements for all NHQ networks and the related interconnections;
- Monitoring of element manager systems i.e. Cisco Prime/DNAc/NDFC;
- Troubleshooting network related issues, including Cisco Access and Core Switching /Cisco Wireless/ Cisco ISE NAC 802.1X/NATO PKI certificates on network devices/NLB/DNS/IPAM;
- Commission Access Layer ports for the different network services;
- Updating MS DNS, DHCP and IPAM;
- Cisco access switch software upgrading;
- Assist with software patching of network devices;
- Cisco access switch configuration & clean-up;
- Configure Network Load Balancer rules and update application certificates;
- Assist with pilot testing, commissioning and implementation of network elements;
- Creation and maintenance of Standard Operating Procedures for network elements;
- Any other network analyst duty as required.
- Active Cisco Certified Network Professional (CCNP) on routing and switching;
- Two years support experience with CISCO Routing and Switching;
- One year support experience with Microsoft DNS, DHCP and IPAM;
- One year support experience with Cisco ISE;
- One year support experience with Cisco Prime or equivalent;
- Experience with VMWare Virtual Networking;
- Experience with VRF and Multicasting;
- Experience with Citrix Net Scaler or any other Network Load Balancer system;
- Experience with CISCO Secure client;
- Experience with CISCO DNAc-CCC, Cisco NDFC, Cisco WLC;
- Experience with Firewall interconnections;
- Experience with Splunk logging system;
- Experience with Microsoft SCOM or ZABBIX.
