UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates the United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
The Policy, Programme, and Intergovernmental Division drives UN-Women’s positioning as a global thought and practice leader on gender equality and women’s empowerment. The Division leverages innovation, knowledge management, and technical expertise to support UN-Women programmes and build partner capacity on gender equality and the empowerment of all women and girls. UN-Women’s Strategic Plan (2022-2025) features a range of indicators which are directed towards fulfilling women’s rights to justice and equality before the law.
UN Women has been engaged in rule of law and access to justice interventions for over three decades and in all contexts brings together targeted, context-specific and locally informed expertise with global experience and international rule of law standards.
The organization is levelling the law for women and girls through Equality in Law for Women and Girls by 2030: A Multistakeholder Strategy for Accelerated Action, a global framework and plan of action for eliminating gender discriminatory laws. UN Women has also designed a Global Gender Equality Constitutional Database as a repository of gender equality related provisions extracted from 194 constitutions from around the world. The database is the first searchable database that specifically presents constitutional provisions through a gender lens and attracts considerable traffic from across the world and different constitutional reform constituencies. Furthermore, through the Gender Justice Platform, UNDP and UN Women are working to close the global gender justice gap by bringing together diverse actors to enable women’s full enjoyment of their rights and their meaningful participation, including in leadership, decision-making and peacebuilding roles, as essential components of building social and political trust and enabling safe and resilient societies. The Platform brings together multiple perspectives for collective action and is especially well positioned in the development sector to provide integral, intersectional, and inter-agency responses based on people-centered justice responses for women, and especially the most vulnerable.
To sustain its rule of law agenda, it is critical for UN Women to be closer to the actors that are engaged as well as financiers of this area. To date, there has been limited interaction with the Brussels-based organizations. Therefore, under the supervision of the Global Policy Advisor, Justice and Constitutions in New York, the Programme Analyst will engage in substantive work on rule of law and serve as the point of contact on rule of law with the European Union and other multilateral and bilateral agencies and institutions in Brussels, with the aim of creating awareness on UN Women’s work on rule of law as well as enhancing opportunities for resource mobilization.
Duties and Responsibilities:
1. Serve as the manager of the Global Gender Equality Constitutional Database by undertaking the following tasks:
- Track constitutional reforms across the world and ensure that the Constitutional Database reflects the most updated constitutions across the world.
- Using most current constitutions, update the categories and subcategories of the database by extracting the relevant gender-related provisions as guided by the code book created for this purpose.
- undertake an analysis of the results and track trends in the advancement or rollback of gender equality constitutional provisions across the world.
- Serve as the point of liaison on rule of law/access to Justice between NY and Brussels-based UN Women teams.
- Develop a living database of governmental and non-governmental partners that prioritize thematic areas related to rule of law as part of their operations and/or financial investments. The database should highlight the specific areas of focus for each partner and their average yearly spend or investments in rule of law issue.
- Represent UN Women at rule of law events and support resource mobilization efforts in related areas.
- Provide inputs to the development and maintenance of a Community of Practice in the thematic areas.
- Facilitate exchange of materials and knowledge products within the Section related to the thematic area.
- Based on an agreed format and system, support the maintenance of a roster of gender experts to develop/provide technical support to UN Women offices, national partners, UNCT’s or other UN system entities in the related thematic area.
- Provide feedback/information to UN Women offices on case studies and other related knowledge products as requested.
- Provide administrative support for the organization of training and learning events of UN Women staff and partners in the thematic area.
- Provide coordination support in the establishment of relationships with academia, research institutes, civil society, and experts to expand and share knowledge, exchange views on latest findings, and incorporate cutting-edge thinking in UN Women’s work.

Functional Competencies:
- Ability to contribute to the development of tools and resources which enhance capacities to engage in rule of law programming.

- Excellent analytical and strong written and verbal communication skills
Education and Certification:
- Master’s degree (or equivalent) in law or legal studies.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- Minimum of 2 years of professional experience in any field of rule of law in the context of promoting gender equality.
- Experience in managing databases is required.
- Experience coordinating and facilitating regional and global gatherings is highly desirable.
- Experience within the UN system is desirable.
- Fluency in English is required.
- Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
