The CNSOPB is in Dartmouth, Nova Scotia, and is the independent joint agency of the Governments of Canada and Nova Scotia responsible for the regulation of petroleum activities in the Canada - Nova Scotia Offshore Area.
The Advisor, Offshore Renewables is responsible for undertaking research and analysis for input into the CNSOPB’S offshore renewable energy (offshore wind) internal regulatory processes; developing offshore renewable energy guidance; staying current on the global offshore renewable energy standards and the regulatory practices of other global offshore renewable energy regulators; making recommendations for improvements to the CNSOPB regulatory practice and supporting the CNSOPB work in educating a broad spectrum of external parties on the CNSOPB’s new mandate.
The responsibilities include:
- Develop, coordinate and deliver core processes and systems that contribute to establishing the Canada-Nova Scotia Offshore Energy Regulator (CNSOER).
- Undertake research and analysis for input into regulatory development and process improvement.
- Develop guidance documents and advice materials to facilitate the CNSOPB’S delivery of its expanded mandate.
- Engage with internal and external subject matter experts to ensure relevant perspectives are considered in developing guidance and in delivering regulatory and organizational objectives.
- Support work of the CNSOPB to build external parties understanding of the CNSOPB processes associated with its expanded mandate.
- Engage and collaborate with internal and external parties on key industry and government initiatives relevant to effectively regulating the emerging offshore renewables sector.
- Identify and pursue opportunities for regulatory improvement in relation to the CNSOPB’S expanded mandate and in doing so, actively track improvements other global offshore renewable energy regulators are making to their processes.
- Represent the CNSOPB in engagements with external parties on the role and functions of the Regulator and compliance with regulatory requirements.
- Support and deliver projects in line with the CNSOPB’S strategic direction.
- Provide support and expertise related to inspections, investigations and enforcement actions in line with the requirements of the CNSOPB and its processes and procedures (once offshore renewable activity is taking place in the Canada-Nova Scotia Offshore Area).
- University Degree with a minimum of 10 years of experience in the offshore wind sector and specialized training or expertise related to a broad spectrum of offshore wind topics, including regulatory best practice or guidance documents.
- A comprehensive understanding, based on experience, of the offshore wind sector and associated best practices for offshore wind farm development.
- Experience in implementing, administering and/or operating under a regulatory framework relevant to health, safety, environmental management, operations, infrastructure integrity, in the offshore renewable energy sector, preferably inclusive of site assessment, construction/installation and operations life-cycle phases.
- Experience in developing guidance, operating procedures/ and or systems to facilitate regulatory and/or business operations.
- Experience in providing advice on regulatory requirements and working with internal and external stakeholders.
- Excellent verbal and written communication skills.
- Excellent collaboration and relationship building skills.
