Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the empowerment of women; the elimination of discrimination against women and girls; and the achievement of equality between women and men as partners and beneficiaries of development, peace and security, humanitarian actions, and human rights. By placing women’s rights at the center of all its efforts, UN Women supports the United Nations system by ensuring the commitments on gender equality and gender mainstreaming translate into action in different world settings. It provides strong and coherent leadership in support of the Member States and builds effective partnerships with civil society and other relevant actors.
The work of the UN Women Egypt Country Office (ECO) is grounded in the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), the Sustainable Development Goals (SDGs) and the Beijing Platform for Action (BPFA), under the UN Sustainable Development Cooperation Framework (UNSDCF 2023-2027), and in support of the Arab Republic of Egypt’s Vision 2030 and the National Strategy for the Empowerment of Egyptian Women (NSEEW). Under the UNSDCF, UN Women implements its triple mandate of normative standard-setting to advance gender equality and women’s empowerment. UN Women works with the Government of Egypt, civil society, and the private sector on implementing international and national commitments and strengthening the UN system coordination. Since the early 1990s, UN Women ECO has consolidated its expertise, partnerships, and investments around three main areas of work: women's leadership and system-wide support to advancing gender equality; women's economic empowerment including support to women’s paid and unpaid care work; and eliminating all forms of violence against women and girls.
In support of Egypt’s Vision 2030 and the National Strategy for the Empowerment of Egyptian Women and funded by GAC, UN Women and UNIDO in Egypt are implementing a five-year programme titled “Women Economic Empowerment for Inclusive and Sustainable Growth” (Rabeha). The programme aims at increasing productivity and job opportunities generated by women entrepreneurs, increase employment of women by businesses, and reduce gender-specific barriers to women’s entrepreneurship and to women entering and remaining in the work force. The programme works toward empowering women by enhancing their economic livelihoods through increased access to capacity development, self-employment, decent employment opportunities, and community support for gender equality through enhanced cultural perceptions. This includes a focus on alleviating the disproportionate burden of unpaid care work placed on women. Within the framework of the partnership with GAC, UN Women aims to promote women’s entrepreneurship and to this end, provide comprehensive guidance for potential, early-stage, and existing women entrepreneurs in the financial aspect of business development and growth.
The purpose of these Terms of Reference (TORs) is to contract five field coordinators- one for each governorate- to coordinate and oversee the implementation of the project in the governorates of Alexandria, Beheira, Beni Suef, Minya and Fayoum. This position also includes reporting on project progress, guaranteeing adherence to project budgets and timeframes, and coordinating with pertinent stakeholders. The field coordinator will report to the Programme Specialist at UN Women and will work in collaboration and under the overall guidance of the National Council for Women (NCW).

Duties and Responsibilities
Geographical Scope: Alexandria, Beheira, Beni Suef, Minya and Fayoum Governorates
Scope of Work
  • Assist in organizing workshops, trainings, events, field visits as per the project’s work plan
  • Coordinate regular visits to program locations to oversee field execution and offer assistance and feedback to stakeholders, partners, and beneficiaries.
  • Attend staff meetings as needed while maintaining good contact with NCW and UN Women.
  • Supervise logistics, such as transportation, accommodation, workshops, meetings in venue rentals and visits by the project team.
  • Collect the required M&E data as required from the field such as (attendance records, post training evaluations, etc) to update the project’s database.
  • Carry out other pertinent tasks as assigned by the direct manager.
Consultant’s Workplace and Official Travel
This consultancy will be based in the governorates of Alexandria, Beheira, Beni Suef, Minya, and Fayoum will be required to be there for 12 days per month.

Required Skills and Experience
Education and Certification:
  • Bachelor’s degree or equivalent in social sciences, development studies, public administration, public policy, or other relevant areas of expertise is required.
  • Familiarity with gender issues and development challenges in the context of rural Upper Egypt is required.
  • Ability to work with government partners, NGOs, and community stakeholders is required.
Experience:
  • At least 3 years of relevant professional experience in project implementation is required.
  • Familiarity with the context in Upper Egypt is required.
  • Experience in working with development projects in Upper Egypt is required.
  • Solid understanding of gender equality and women’s empowerment issues is a plus.
  • Excellent analytical skills with strong drive for results and capacity to work independently is a plus.
Languages:
  • Fluency in Arabic is required.
  • Knowledge of any other UN official language is an asset.
Evaluation Criteria:
Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.
Criteria Weight Technical: 100% (100 points)
  • Criteria 1: Bachelor’s degree or equivalent in social sciences, development studies, public administration, public policy, or other relevant areas (25 points)
  • Criteria 2: 3 years of relevant professional experience in project implementation. (25 points)
  • Criteria 3: Experience in working with development project in Upper Egypt in a similar role (20 points)
  • Criteria 4: Solid understanding of gender equality and women’s empowerment issues (10 points)
  • Criteria 5: Familiarity with the context of Upper Egypt. (20 points)
