RC-124 QHSE Officer - Cable-laying operations

D2M Services is searching, on behalf of its shipowner client, a QHSE Officer for offshore cable-laying operations on cable-laying vessels.
Reporting to the QHSE Manager, you will be based at the group's headquarters and will be primarily responsible for ensuring compliance with QHSE standards within the Business Unit under your responsibility.
You will provide daily support to the vessels, subsidiaries, and other departments of the group. Your duties will be varied, involving multiple aspects of QHSE.
QHSE Support:
Participate in regulatory monitoring and ensure the compliance of the document management system.
Propose improvements to the documentary system.
Education:
Permanent position ( CDI)
Availability, interpersonal skills, and willingness to travel frequently in France and abroad, including temporary assignments onboard.

You will provide daily support to the vessels, subsidiaries, and other departments of the group. Your duties will be varied, involving multiple aspects of QHSE.
QHSE Support:
- Ensure QHSE follow-up and support for vessels, subsidiaries, and head office services related to your BU.
- Provide QHSE support to meet the expectations of your BU.
- Coordinate and monitor the offshore HSE officer assigned to your vessels.
- Participate in QHSE feedback processes by contributing to analyses, identifying root causes, and following up on corrective actions.
- Ensure QHSE reporting.
- Contribute to achieving the group's and department's QHSE KPIs.
- Participate in the animation of the QHSE department. Contribute to the compliance and implementation of certificates (ISM, ISPS, ISOs).
Participate in regulatory monitoring and ensure the compliance of the document management system.
Propose improvements to the documentary system.
- Conduct and follow up on internal audits under ISM, ISPS, ISO 9001, ISO 14001, ISO 45001 standards onboard vessels, within subsidiaries, placement agencies, and at headquarters.
- Participate in client audits and flag audits as needed.
- Monitor responses to corrective and preventive actions. Ensure the closure of gaps identified during audits.
- Develop and deliver QHSE training materials.
- Raise awareness of QHSE culture among shore-based and seafaring personnel.
- Organize QHSE awareness events.
- Participate in external QHSE meetings.
Education:
- Minimum of a Master's degree (Bac +5) from an engineering school and/or higher education degree from a Merchant Marine academy.
- Minimum of 10-15 years of professional experience as a merchant marine officer; OR
- Minimum of 10-15 years of experience in QHSE management within an industrial/maritime/offshore company.
- Proficiency in MS Office.
- Strong writing skills.
- Maritime training or DPA/CSO certification is a plus.
- English: Fluent (reading, writing, speaking).
- Seriousness, rigor, organization, and attention to detail.
- Autonomy and transparency.
- Strong adaptability and teamwork skills.
