The Accounts Payable Technician (APT) functions as a member of the Accounts Payable Unit (APU) in the Financial Management Center (FMC) for Tri-Mission France. The APT performs the full spectrum of accounts payable and accounts receivable services for all subscribed ICASS Agencies within the Tri-Mission. This position acts as Financial Advisor to the Accounts Payable Manager (APM) in the FMC while fully participating in financial operations to ensure payments and receivables are processed in a timely and accurate manner.


All aspects of the APT's work must be in strict compliance with Appropriation Law, Foreign Affairs Manual (FAM), Department of State Standardized Regulations (DSSR), ICASS service standards, Generally Accepted Accounting Principles (GAAP), as well as host government laws and regulations.


The APU manages all aspects of vendor and employee payments and receivables within the Paris Bilateral Mission, the US Mission to OECD, the US Mission to UNESCO, the two Consulates, three American Presence Posts, 59 ICASS customer agencies, and 37 appropriations. The volume of payable and collection transactions managed by the APU exceed $206 million dollars annually. The APM is primarily responsible for assigning APU duties among the Apts the APU manages payable and receivable transactions for non-serviced and all serviced Agencies which may include (but not limited to): ICASS, Foreign Agriculture Service (FAS), International Trade Administration (ITA/Commerce), Department of Justice (DOJ), Department of Defense (DOD), and Department of State (DOS).


Qualifications and Evaluations
Requirements:
All selected candidates must be able to obtain and hold a:

  • Public Trust security certificate (Low Risk/Non-Sensitive)

All selected candidates will be subject to a background investigation and may be subject to a pre-employment medical exam.
Selected candidate must be able to begin working within a reasonable period of time 12 weeks upon receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Education Requirements:
A minimum of one year work experience in finance or other business field is essential and required plus a bachelor's degree in business, Finance or Accounting is required.

Adaptable and capable of handling frequent shifts in work priorities. Must be proficient in quickly analyzing transactions, documents, and records. Must possess a strong sense of integrity and the ability to carry out fiscal services responsibly are essential. Must serve the public courteously. Must be adept at tactfully interacting with personnel and external contacts at all levels, as well as managing a large volume of correspondence, including emails, instant messages, and other communication platforms. Being highly organized and self-motivated is crucial. Must have proficiency in Generative Artificial Intelligence applications, MS Excel, Word, Power Point, Outlook, Power Automate, Power Query, and Power BI.

SALARY: the annual gross salary includes: the profit-sharing allowance, the vacation allowance, the bonus allowance and the “Comité d’Entreprise” allowance.

MEAL TICKETS
: Meal tickets have a face value of EUR 8.25/day. 60% of the daily amount is paid by the U.S. Government. An employee contribution of EUR 3.30 per ticket will be deducted in payroll. The number of meal tickets is limited to 202 workdays per year.


TRANSPORTATION:
Employees are eligible for a reimbursement of 50% of the cost of public transportation passes purchased for commuting purposes.


HOLIDAYS:
The U.S. Missions in France observe eleven U.S. holidays per year and up to ten French holidays.


For EFMs
, benefits should be discussed with the Human Resources Office.


The pay plan is assigned at the time of the conditional offer letter by the HR Office.

ADDITIONAL EMPLOYMENT CONSIDERATIONS

The following apply to EFMs, USEFMs, and AEFMs only:


  • Current employees who used a hiring preference to gain employment who are within their first 90 calendar days of employment are not eligible. This does not apply when the hiring mechanism is TEMP or the work schedule is intermittent or irregular.

  • Candidates with a hiring preference who have already accepted a conditional offer of employment may NOT be extended a second conditional offer of employment unless and until they withdraw their candidacy for the first position in writing.
