Designer (Social Media)

Salary: $27,095 per month

Entry Requirements:

Candidate must –
(a) have a bachelor degree from a university in Hong Kong, or an associate degree from a registered post-secondary college in Hong Kong, or equivalent, and have to be in design or creative media or related disciplines;
(b) have at least 3 years’ full-time post-graduate working experience as designer in graphic/advertising design or public relations or social media agencies, including at least 1 year’s experience of assisting in running a Facebook or Instagram page [see Note (1)];
(c) met the language proficiency requirements of Level 3 or above in Chinese Language and English Language in Hong Kong Diploma of Secondary Education Examination (HKDSEE) or Hong Kong Certificate of Education Examination (HKCEE), or equivalent [see Note (2)];
(d) have good knowledge and skill in creating and designing social media content, and proficiency in software applications (including Illustrator, Photoshop, After Effects and Premiere Pro), and also good knowledge and skill in photo editing, graphic design and video editing; and
(e) have proficiency in both written and spoken Chinese (Cantonese) and English, and possessing good presentation and interpersonal skills.

Note:
(1) Candidates are requested to indicate in the section under “Full Employment Record to date” on the application form [G.F. 340 (Rev. 7/2023)] details of their relevant working experience and provide documentary proof. Candidates failed to provide documentary proof will not be considered as having the working experience indicated on the form.

(2) “Grade C” in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to “Level 3” in Chinese Language and English Language in the 2007 HKCEE and henceforth.

Duties:

The Contract Designer (Social Media) will work in the Information and Public Relations Section, assisting the Social Media team in content creation and design of LCSD’s social media platforms. Major duties include:
(1) Design and production of graphics;
(2) Design and production of animations;
(3) Video shooting, editing and production;
(4) Research and gathering of information for creation of social media posts;
(5) Assist in publicity activities related to the social media platforms of LCSD; and performing other duties as assigned by the supervisor.
(Note: Appointee(s) may be required to work irregular hours including Saturdays, Sundays and Public Holidays.)

Terms of Appointment:
Successful candidate will be appointed on one-year non-civil service contract terms.

Fringe Benefits:
An end-of-contract gratuity may be granted to the appointee upon satisfactory completion of the contract with a consistently high standard of performance and conduct. Such gratuity, plus the Government’s contribution to a Mandatory Provident Fund (MPF) scheme in respect of the appointee as required by the MPF Schemes Ordinance, will be equal to 15% of the total basic salary drawn during the contract period. Rest days, statutory holidays (or substituted holidays), annual leave, maternity/paternity leave, sickness allowance, where appropriate, will be granted in line with the provisions of the Employment Ordinance.

Application Forms (G.F. 340 [(Rev. 7/2023)]) can be obtained from any Home Affairs Enquiry Centres of District Offices, Home Affairs Department or any Job Centres of the Employment Services Division, Labour Department. The said form can also be downloaded from the Civil Service Bureau’s website (http://www.csb.gov.hk). Completed application forms, with the detailed resume, should reach the enquiry address on or before the closing date with the envelope clearly marked “Application for the position of Non-civil Service Contract Designer (Social Media)” (The postmark date on the envelope will be regarded as the date of submission of application). Applications which are late, incomplete or not attached with a detailed resume may not be considered. To avoid unsuccessful delivery of application, applicants should ensure that the correct address is clearly printed or written on the envelope and sufficient postage has been affixed before posting.

The new version of application form for Government jobs G.F. 340 (Rev. 7/2023) has been in use with effect from 26 July 2023. Candidates who apply for Government jobs advertised on or after 26 July 2023 should use the new G.F. 340 (Rev. 7/2023). If candidates submit the old version form [G.F. 340 (Rev. 3/2013)], they will be required to fill in the new G.F. 340 (Rev. 7/2023) afresh and submit it within seven days upon request. If candidates fail to submit the new G.F. 340 (Rev. 7/2023) within the stipulated deadline, their applications will not be processed further.

Candidates who are selected for interview/trade test will normally receive an invitation in about 2 to 4 weeks from the closing date for application. Longer time may be required under certain circumstances, e.g. when a large number of applications are received. Those who are not invited for interview/trade test may assume that their applications are unsuccessful.
