Senior Project Commercial Manager (E&M) (Ref.: 240001G3)

Responsibilities

Manage a commercial management team to provide pre- and post-contract services for Electrical and Mechanical (E&M) systemwide contracts under existing and new railway projects in accordance with the Corporation’s policies and procedures
Monitor and control the tendering process, analyse contractual and commercial qualifications, and compile recommendations leading to awards
Verify and distribute the conforming contract documents to stakeholders
Direct and take steps to enforce efficient the administration of contracts/consultancies under the Corporation’s in-house and NEC forms of contracts
Verify the valuation of payments to ensure that monthly interim payments to contractors/consultants are processed timely and accurately
Prepare/verify the content and cost estimates in justification papers for seeking approval on variations, claims and final accounts
Review internal cost control reports for specific contracts/consultancies
Liaise with internal parties to resolve commercial and risk management issues
Maintain regular contact with project teams and contractors to anticipate and effectively deal with claims arising during the course of a project

Requirements

Degree in Quantity Surveying/Engineering or a related discipline
A minimum of 10 years' relevant experience in major infrastructure projects, with in-depth knowledge of and experience in contract administration, risk and opportunity management and claims management
Good interpersonal, negotiation, problem-solving and logical thinking skills
Self-motivated with excellent interpersonal, communication and writing skills as well as strong leadership and strategic thinking capabilities
Experience with NEC forms of contract is an advantage
Possession of Corporate Membership of a recognised professional institution is preferred

Remarks

Appointment will be made on two-year renewable contract terms
