OBJECTIVES OF THE PROGRAMME
The Department of Finance's objectives are to support Country Offices, Regional Offices and Headquarters in all financial matters to ensure precise and timely services to colleagues throughout the Organization, including hosted entities. Financial services include Treasury, investments, Staff Health Insurance, pension and other insurances. To set financial policy, issue annual financial statements and manage WHO external audit; to maintain transparency, accountability and trust in WHO by all stakeholders. To provide the best customer service possible, facilitating access to benefit entitlements for the WHO family worldwide and efficient processing of all related benefits using innovative technology.
DESCRIPTION OF DUTIES
  • Assist with country risk assessments and preparing the annual global assurance plan based on risk assessments for both spot checking of POs and in-country assurance activities.
  • Support assurance activities to ensure a harmonized approach to assurance activities is applied across the organization as well as ensuring effective knowledge sharing amongst colleagues across WHO working on harmonized assurance activities.
  • Review sample (based on risk assessment) of draft assurance reports prepared at the regional level prior to finalization and submission to management.
  • Monitor assurance activities conducted in the regions and prepare statistics and global monitoring reports for submission to regional compliance officers/ committees and FNM.
  • Review and clearance of Third Party Monitoring(TPM) -Grant LOA reports.
  • Regular and frequent communication with regional counterparts is essential to ensure seamless collaboration with regional quality assurance colleagues and other colleagues to ensure full adherence to harmonized assurance activities globally.
  • Provide input into the revision of relevant polices/ processes/ tools based on findings with regard to how they relate to quality assurance.
  • Perform all other related duties as assigned including special reviews, analyses and other tasks assigned by GAH Team Lead.
REQUIRED QUALIFICATIONS
Education
Essential:
  • A first university degree in Business Administration, Financial Management, Auditing or other relevant field.
  • Professional Certification in auditing /accounting, such as Certified Internal Auditor, Certified Public Accountant or Chartered Accountant.
Desirable: Advanced University degree (Master's) in one of the above-mentioned areas.
Experience
Essential:
  • A minimum of two years of experience in auditing, internal control, risk management or financial management.
  • Experience in assessing internal controls.
Desirable:
  • Audit experience with an international public accounting firm.
  • Experience working in an international organization.
  • Public sector experience.
  • Demonstrated exposure at the international level.
Skills
  • Sound knowledge and skills in the area of quality assurance, risk management and internal control principles, tools and techniques and their application.
  • Sound knowledge and skills in the area of financial management, audit, internal control mechanism and accounting.
  • Excellent written and oral communication skills, with proven ability to produce high quality reports for decision makers.
  • Strong sense of impartiality and objectivity.
  • Good analytical skills.
  • Excellent interpersonal skills including the ability to deal effectively with various internal/external partners on complex and sensitive matters.
  • Ability to maintain effective working relationships with people of different national and cultural backgrounds.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 50,377 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2296 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
