Research Triangle Institute (RTI) has over 30 years’ experience assisting governments, communities, and the private sector. As a not-for-profit, independent research institute based in North Caroline, USA, RTI has roughly 6,000 employees with global experience implementing international development projects.
More than 1 billion people suffer from one or more neglected tropical diseases (NTDs). A group of parasitic and bacterial diseases, NTDs cause severe disability among the worlds’ poorest people. Our NTD-fighting efforts focus on 13 countries in Africa, the Americas, and Asia, providing critical support for country-led journeys to self-reliance and the creation of sustainable NTD programs within robust and resilient health systems. As countries move closer to their NTD elimination goals, we are dedicated to strengthening national health systems to ensure that progress is sustainable. From technical assistance on policy and governance, and human resources, to support for domestic resource mobilization, we are working hand-in-hand with governments to integrate NTD priorities into routine planning, financing, service delivery, and monitoring.
RTI is currently accepting applications for a Finance Manager in USAID Act | East Indonesia (Act | East). Act | East plays a critical role in reducing the burden of NTDs so they are no longer a public health problem. USAID's Act to End NTDs | East program supports countries in the sustainable control & elimination of neglected tropical diseases, including Indonesia.
Responsibilities
Under the authority of the Country Chief of Party (COP) and the Regional Financial Controller, the Finance Manager will be responsible for RTI accounting and financial management for the Act to End NTDs | East (Act | East) program, a USAID-funded project focusing on neglected tropical diseases elimination in collaboration with the Ministry of Health. The Finance Manager will ensure appropriate systems and procedures (payroll, cash management, vendor payments, budgeting and forecasting, procurement, property management and other related financial tasks) are in place to properly disburse, account, budget, and report project funds in a timely and cost-effective manner. The Finance Manager must ensure that project implementation is done in an environment of strong controls and that the project complies with RTI and USAID rules and regulations and all applicable local laws.

Bachelor's Degree and 8 years of experience, Master's degree and 6 years of experience, or equivalent combination of education and experience.

This position will be based in Jakarta, Indonesia.
Responsibilities

Financial Management
- Ensure and promote compliance with RTI finance, accounting and procurement policies and procedures as well as local laws.
- Review, approve and pay out disbursements to vendors in a timely manner and ensure that all expenses are allowable, allocable, reasonable, and documented per RTI /USAID policy and have adequate support documentation.
- Oversee the preparation and submission of Act | East’s monthly expense reports in Quick Books.
- Supervise accountancy procedures: filing of documents, allocation of expenses, vouchers registration, balance checking, etc.
- Manage the presentation, circulation, filing and archiving of accounting and financial documents as directed by the regional finance control.
- Manage and oversee project’s internal and external financial audits, follow up on implementation of audit and compliance review recommendations.
- Facilitate monthly payroll, manage timesheet record, and responsible for maintaining staff leave balances.
- Manage and monitor performance of office petty cash system, supervise the management of cash available amount in safe, check balances, and ensure financial security instructions are followed.
- Assess monthly cash flow needs for the project and communicate cash requests to Home Office according to planned activities.
- Oversee the management of bank accounts: follow transfers, check balances, check authorized expenses and online transactions, advise COP on changes in bank account signatories.
- Ensure bank reconciliations of all accounts are performed monthly and compliance issues addressed in a timely fashion and advise project leadership accordingly.
- Ensure that proofs of purchase are valid (contracts, orders, invoices, delivery receipts, etc.).
- Issue advances and ensure staff comply with RTI’s advance liquidation policies.
- Identify project financial risks and consult with the COP for rectifying these and, where necessary, seek regional finance controller support and/or home office support.
- Develop budgets for annual country work plan and budget and activity proposals according to project needs and USAID rules and regulations.
- Monitor Act | East spending on a regular basis and provide updates to COP and home office on local expenditures; analyze gaps between planned budget and actual expenses
- Prepare monthly forecast and pipeline estimates for the project.
- Utilize/review monthly financial monitoring tools (forecast, procurement tracker, activity tracker, etc.).
- Coordinate, consolidate and update projections on monthly, quarterly and annual basis in collaboration with in-country technical and operations staff.
- Travel to Act | East-supported districts for financial monitoring and oversight of program activities.
- Provide required orientation and guidance to staff on RTI finance policies and procedures to ensure smooth implementation of Act | East activities.
- Participate in various program related meetings with MOH, WHO, USAID as required.
- Ensure all staff adhere to financial policies outlined in the Field Operations Manual, train project staff as necessary on RTI/USAID financial and operational policies and procedures (advances, expense reports, travel policy, allowable versus unallowable costs, etc.)
- Maintain strong and open communication between the finance department, operations department, and the technical department within the Indonesia project.
- Update the TORs of the finance department in collaboration with the COP.
- Oversee the daily operations of the finance department and undertake appraisals of directly supervised colleague(s).
- Provide general oversight on administrative task.
- Ensure capacity building for finance team members to increase the level of technical ability and skills within the department to ensure the project delivers financial and operational outputs.
Qualifications

Skills & Abilities
- Experience in robust finance and administration management preferably for international organizations.
- Strong attention to detail, accuracy and organizational skills with ability to be flexible and function well under deadlines or concurrent activities.
- Prior experience overseeing finance and administration for multiple-year USAID-funded program of is highly desirable, preferably with experience in collaborating with local NGOs/CSOs.
- Familiarity with GAAP, and has strong knowledge of applicable procurement, foreign assistance rules and regulations, as well as administrative policies and techniques.
- Fluency in English and Bahasa Indonesia with strong verbal and written communication skills and ability to communicate at multiple levels in the organization and external stakeholders.
- Proven experience in working collaboratively and adaptively with Indonesian government units at all levels.
- Solid self-awareness and interpersonal skills, multicultural awareness, and the ability to effectively communicate with individuals from diverse professional and social backgrounds with a service-oriented attitude.
- High degree of professionalism and discretion, with advanced coaching skills and critical thinking.
- Demonstrated success managing and leading technical and administrative teams.
- Solid computer skills: Microsoft Office Applications and accounting softwares. Quick Books and Oracle proficiency would be a plus.
- Experience in Asia, specifically Indonesia.
