The Role:
Uisce Éireann IT (UÉ IT) provides IT services and support to the wider Uisce Éireann business, and across the Local Authority user base.
The IT-OT (Operational Technology) team houses the Operational Technology skills necessary to ensure the implementation and availability of all IT-OT applications and infrastructure, including hardware, networks, data centre and disaster recovery. The IT-OT team plan and manage technical OT projects to renew and update the underlying OT infrastructure and safeguard UÉ OT systems by implementing robust security standards such as the Network and Information Systems Directive. The team play a critical role in the operation, integration and connectivity of systems such as the National Telemetry System, Leakage Management System, Operational Data Store and Enterprise Data Historian. The team manages and maintains these systems as befitting UÉ designation as an Operator of Essential Services.
Reporting to the IT-OT Applications & Delivery Manager, the OT Applications Lead will ensure the operation of and delivery of business changes to the IT-OT Applications within Uisce Éireann. The role requires strong experience of leading teams in maintaining and enhancing enterprise class applications, and candidates will ideally come from a utility background with experience of managing relationships with third party service providers. The IT-OT Applications Lead will be responsible for the Analysis, Development, Modification and Maintenance of all aspects of the IT-OT processes and systems within Uisce Éireann including the National Telemetry System, Leakage Management System, Operational Data Store and Enterprise Data Historian applications.
Main Duties and Responsibilities:
- Overseeing and supporting the OT operational activities to ensure the smooth and efficient running of the OT applications and systems.
- Engage the wider business to ensure that business requirements are understood, documented, agreed, and ultimately met by Uisce Éireann OT application and system capabilities.
- Act as OT applications subject matter expert and advisor to enable our organisation to develop best practices and patterns.
- Lead and mentor a skilled team of Application analysts as required, promote cross-functionality and guide the development of skills, competencies and capabilities within the team, ensuring no single point of reliance exist in the team.
- Acting as an integral member of IT-OT Applications & Delivery Manager team responsible for designing, estimating, developing, testing, implementing, administrating and supporting the integration of solutions, working with the wider IT Applications Build & Delivery team as appropriate. Managing internal and external resources through this process.
- Supporting the IT-OT Technical Architecture Lead in designing appropriate system solutions, translating Business requirements into IT-OT solutions.
- Managing the delivery of versions, update cycles and considering scope for improvements.
- Engage business leads to agree priority of change requirements, and plan for quality delivery in line with cost and schedule constraints.
- In collaboration with the IT-OT Technical Architecture Lead, support the agreement, compilation and maintenance of an application work programme.
- Support the planning, scheduling and delivery of the application work programme.
- Support testing, user training and business readiness.
- Input to IT continuity plans and assessing the vulnerability of the IT-OT systems.
- Drive compliance with cybersecurity compliance requirements and best practice in line with the Network and Information Systems Directive (e.g: NIST Controls, CIS Hardening, IEC 62443 etc).
- As part of the overall IT-OT Support Model Resolver Group network, manage day to day application issues and resolution of incidents and tickets raised, acting as an escalation point, taking ownership through to resolution.
- Assist in the implementation of the Uisce Éireann Telemetry Strategy as a key contributor for Uisce Éireann IT, Asset Operations and Asset Management through the Telemetry Programme’s work streams.
- Promote and enforce strong governance including applications and compliance standards as set out at policy level. Strong understanding of the IT-OT team’s responsibilities in ensuring the delivery of time-series data from into the National Telemetry System to the, Leakage Management System, Operational Data Store and Enterprise Data Historian.
- Manage the QA activities for all enhancements being delivered to OT applications.
- Liaise with internal and external resource/service providers to co-ordinate all parties involved in resolving issues.
- Participate in the OT budget and price review cycle as required.
- Day to day management of OT Applications third party suppliers and vendors.
- Assess, monitor and control risks arising from transfer of information to and from external organisations such as service providers.
- Support in management of IT-OT legacy systems as required Participation in On Call Rota and flexibility for out of hours work as required
General Duties and Responsibilities

- Teams across the Business Units (e.g. Asset Operations, Asset Management)
- Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards.
- Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.
- Provide visible leadership for your team, coaching and developing them to achieve their full potential and deliver business objectives, promoting collaboration and highlighting the behaviours that are expected from everyone in the team. Other duties as required.
Knowledge, Skills and Experience:
- Relevant experience in computer science, engineering or related field or equivalent is desirable
- Strong functional and technical knowledge of IT or OT application management
- Relevant third level qualification and or accreditation is desirable and or relevant experience
- A minimum of 5 years experience in the water, utilities or similar industries is desirable
- Demonstrated people management experience, with strong people, change management and conflict resolution skills
- Experience providing coaching in the development of the technical skills and abilities in others
- Highly motivated individual, working to the highest professional standards and with proven ability to deliver results
- Strong analytical skills and ability to identify and analyse problems and potential improvements, and propose and implement solutions
- Demonstrate adaptability and the ability to change focus and direction in line with business strategy and requirements Proactively identifying new areas of improvement and using newly gained knowledge and skill on the job.

Please note the Market reference point (midpoint) of the range is generally the upper end of the offer where someone is deemed to be fully competent to take on the duties of the role, and leaves room for the employee to progress through the pay range as their experience develops further
