Project Support Lead

The Role:
Uisce Éireann has a significant multi-billion euro capital investment plan to deliver across Ireland. The Infrastructure Delivery Directorate (IDD) sees a multi-disciplinary team working on strategic infrastructure new build and upgrade projects in collaboration with the wider water industry. The Infrastructure Delivery team operates using an intelligent client delivery model, built around talented individuals who want to work on innovative and sustainable plans and solutions, using industry best practise ways of working. Our capital projects and programmes are critical to ensuring safe drinking water and proper treatment of wastewater, enabling growth and housing delivery in cities, towns and villages across the country.

The Portfolio team supports the effective management of the delivery of the IDD investment programme by ensuring governance and control through data management and systems, processes and performance reporting and analysis including the management of planning, land, wayleave, utility and statutory consents. This enables efficient delivery of the investment programme by providing programme visibility, informed risk management, analysis, challenge, and decision making. The team also provides expert support in key areas that enable the effective, efficient, and sustainable delivery of the IDD investment portfolio.
Reporting directly to the Central Support Manager, the Project Support Lead will manage a team to provide administration assistance to the project managers to implement and execute the project controls, including payment processing, document management, planning, status reporting, issue/risk management, change management and finance tracking/forecasting.

Main Duties and Responsibilities:
  • Ensure the implementation of the procure to pay processes for the Delivery Functions.
  • Ensure payments are processed in alignment with agreed timelines and commitments within the procure to pay process.
  • Monitor project and programme budgets supporting the Delivery Functions and ensuring the team are checking financial reports and invoices.
  • Provide an escalation route for the team to resolve third party supplier issues.
  • Develop and implement a consistent process, template and standards within the team for the support of the Delivery Functions with their document control activities and ensure compliance with same.
  • Ensure that relevant records to fulfil our statutory requirements as well as our operational requirements are provided for by the Delivery Functions.
  • Work with the Project Records team to create an efficient approach to reviewing, tracking compliance and auditing records and documentation provided by the Delivery Functions and their delivery partners.
  • Provide direction to the team to support where required in compiling and coordinating inputs to progress reports, monthly and quarterly updates, presentations, approval submissions and similar documentation on behalf of the Delivery Functions and Portfolio Office.
  • Co-ordinate the approach within the team to support data input of key project information where required.
  • Manage the team to support the Delivery Functions by administering and updating project plan reports, project documentation, project issue reports, risk management plans and other ad-hoc reports as required.
  • Driving an adaptable and flexible approach to change, innovation and continuous improvement in the team, leading by example and ensuring all team members understand the role that they play in delivering change.
  • Collaboration with key internal stakeholders across the IW business including but not limited to;
    • Delivery Functions,
    • Commercial,
    • Governance and Risk,
    • Asset Management & Sustainability
    • COO – Asset Operations
  • Responsible for promoting and delivering health and safety commitments across IW and its supply chain, reinforcing positive behaviours and delivering against health and safety objectives and requirements to the highest industry standards.
  • Support the delivery of the Uisce Éireann Transformation Programme driving results required within the Directorate and supporting organisation wide objectives.
  • Provide visible leadership for your team, coaching and developing them to achieve their full potential and deliver business objectives, promoting collaboration and highlighting the behaviours that are expected from everyone in the team.
  • Other duties as required

Knowledge, Skills and Experience:
  • Demonstrable experience of end-to-end portfolio delivery is required, with particular experience in the area of portfolio planning
  • Relevant third level qualification and or accreditation is desirable
  • A minimum of 5 years’ experience in the water, utilities or similar industries is desirable
  • Ability to develop and maintain effective strategic partnerships with key stakeholders internally and externally
  • Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate complex information to others
  • Highly motivated individual, working to the highest professional standards and with proven ability to deliver results
  • Excellent analytical skills and ability to identify and analyse problems and potential improvements, and propose and implement solutions
  • Demonstrate adaptability and the ability to change focus and direction in line with business strategy and requirements
  • Proactively identifying new areas of improvement and using newly gained knowledge and skill on the job.
