Job Summary
About Fingal County Council

Fingal is a highly attractive place to live, work, visit and do business. It comprises a geographical area of 450 sq.km stretching from Balbriggan in the north, to Blanchardstown in the west and to Howth in the east. The area is defined by the diversity of its landscape and settlement patterns with rural, urban and suburban locations all rolled into one county. There are 88km of coastline, three large protected estuaries and salt marsh habitats and 13 major beaches. Fingal County Council is one of the county’s major local employers and currently employs approximately 1,600 staff. The Council is mandated to deliver a diverse range of functions and services which can be broadly described under the headings of the provision of physical and social infrastructure, housing, economic and tourism development, community development, recreation and amenity services and the management of the planning and environmental regulatory framework. The role of the County Council as provided for in law is to represent, lead and serve the communities of Fingal.

The Role of the Local Authority Engineer:
Since the foundation of the State, Local Authority Engineers have played a key role in the delivery and maintenance of public infrastructure necessary for the day-to-day life of all citizens, residents, visitors and business. Examples of such infrastructure are:

  • Roads
  • Cycleways
  • Bridges
  • Harbours
  • Coastal Protection
  • Drainage, Flood Alleviation & Green Infrastructure
  • Water & Wastewater
  • Public Lighting
  • Traffic Control Systems (e.g. traffic signals, signage, setting of speed limits etc.)
  • Environmental Protection
  • Waste Management

Broadly speaking, there are four Engineering Disciplines employed in Local Authorities. These are:-
  • Civil Engineering
  • Mechanical Engineering
  • Electrical Engineering
  • Structural Engineering
Within the Local Authority Sector, there is a defined career progression path with five distinct Engineering Grades starting at Graduate Engineer up to Senior Engineer, i.e.:

Graduate Engineer Assistant Engineer Executive Engineer Senior Executive Engineer Senior Engineer

Appointment to the different grades is through competitive competition when a vacancy arises, and the Qualifications & Experience required for each grade are declared by the Minister for Housing & Local Government.

Fingal County Council actively encourages the professional and career development of its Engineers by providing opportunities to work in different areas and departments of the Council as well as by providing training and Continuing Professional Development courses. To this end, Fingal County Council is an Engineers Ireland CPD Accredited Employer and pays the annual subscription of its Engineers to Engineers Ireland subject to the individual achieving the annual CPD requirement which is a blend of in-house training, Engineers Ireland CPD events, personal study and learning. The Council actively encourages its Engineers to attain Chartered Engineer status at the earliest opportunity.

Qualifications and requirements of the post

Character
Each candidate must be of good character.

Health
Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

Education, training, experience, etc.
Each candidate must, on the latest date for receipt of completed application forms:

  • hold an honours degree (level 8 in the National Framework of Qualifications) in Engineering.
  • hold a Full, Category B, Irish Driving Licence

NOTE: The duties of the Local Authority Engineer at every grade invariably requires travel to various and remote locations within the County as well as to meetings with other Local Authorities and State bodies outside of the County. For this reason, it is essential that the candidate for this post holds a Full, Category B, Irish Driving Licence.
