Catholic Religious Education Program
As supported by and in accordance with the direction from the Archdiocese for the Military Services, U.S.A. (AMS), the religious education program is one of the most important Catholic activities on any installation. Per Reference (b), “Minimum Requirements for the Pastoral Care of Catholic Personnel,” the work of the Catholic Coordinator of Religious Education (CCRE) supports the AMS priest as the Director of Religious Education (DRE) in the effective implementation of a comprehensive Religious Education and Sacramental preparation program.

1.SCOPE
- (a)Possess legal status to reside in Italy and work for US forces in Italy throughout the duration of the contract.
- (b)Speak conversational English.
- (c)Possess basic proficiency with computers and software.
- (d)Have sufficient professional abilities and human relations skills to facilitate a religious program, including recruiting, training, and leading volunteer teachers and religious education assistants.
- (e)Possess a current AMS Catechist certificate in accordance with Archdiocese for the Military Services (USA) guidelines. If the Contractor CCRE does not possess an AMS Catechist Certificate, the contractor CCRE must obtain said Certificate within 90 days of contract award. Failure to obtain the AMS Catechist Certificate may result in contract termination.
- (f)Possess a Bachelor’s degree or higher, or have at least four years documented experience with religious programs.
- (g)Possess knowledge of Roman Catholic doctrines and of Catholic Religious Education and a professional working knowledge of current Roman Catholic educational texts, material and literature.
- 3.SECURITY REQUIREMENTS
2. QUALIFICATIONS OF THE CATHOLIC COORDINATOR OF RELIGIOUS EDUCATION (CCRE)
The Contractor CCRE shall have the following minimum required qualifications:
- Within 30 days of award, provide a current certificate for Safe Environment training as called for in the USCCB’s Charter for the Protection of Children and Young People, article 13 and military instructions and regulations.
- The Contractor CCRE shall submit to, and successfully complete with a favorable determination, a criminal background check and provide all necessary supporting documents at contract award. The Government will conduct a criminal background check on the Contractor CCRE, using procedures set forth in Reference (c), “Do DI 1402.5 Criminal History Background Checks on Individuals in Child Care Services”.
- With written recommendation from the Command Chaplain and approval of the Contracting Officer, the Contractor with a background investigation pending completion may be permitted to perform work under this contract prior to the completion of the background check, provided that the Contractor is within sight and under supervision of the Command Chaplain or his/her authorized representative (whose background check has been successfully completed).

The Contractor CCRE shall protect all Personally Identifiable Information (PII) obtained in the course of fulfilling this PWS, in accordance with Reference (e), “5400.11 Do D Privacy Program” The Contractor CCRE shall shred and discard of any PII collected when it is no longer essential to accomplish the duties of this PWS. The Contractor CCRE shall sign a Non-Disclosure Agreement regarding PII, if required.
- (a)Be an active participant of the Naval Support Activity (NSA) Chapel community and stay abreast of chapel activities.
- (b)Liaise with other Religious Ministries Teams (RMT) and Contracted Religious Ministries Professionals (CRMP) for coordination of chapel-wide activities.
- (c)Coordinate all program details and decisions with the NSA Naples Chaplain staff. Compile materials for the Priest (Director of Religious Education) to review for catechetical programs.
- (d)Liaise with the NSA Naples Catholic Chaplain at least once a week to discuss the program, issues, site conflicts, attendance, staffing, supplies/equipment and other related topics.
- (e)Promote and maintain high attendance in students and participants.
- (f)Develop and maintain catechetical programs for all age groups.
- (g)Develop program guidelines in compliance with the AMS Forming Disciples for the New Evangelization: Archdiocesan Religion Curriculum Guide and the National Catechetical Director.
- (h)Manage the AMS Family Faith Assessment online resource to support at-home family faith learning.
- (i)Establish and maintain contact with the AMS Office of Faith Formation to include contract start and end date, to request access to the monthly e-Newsletters, and participating on the AMS Catechist Talk Facebook group and other online groups.
- (j)Continue professional development objectives in order to enhance effectiveness as a contracted CCRE , through online courses, pursuing appropriate certification per the requirement of the AMS, personal reading, peer associations (e.g. the National Conference for Catechetical Leadership, www.nccl.org), study days, and prayer.
The Contractor CCRE is directly responsible for providing and delivering a total Roman Catholic Religious Education Program from levels Pre-K through adult levels. The Contractor CCRE shall comply with ref (c) and Ref (d) when working with minors.
The Contractor CCRE shall perform the following tasks:
A. Overall Facilitation and Coordination

C. Parental Communication
- (a)Coordinate a Parent’s Meeting for Confirmation students. Discuss with parents requirements of the sacrament, dates of events, and expectations.
- (b)Coordinate a Parents’ Meeting for First communion students. Discuss with parents requirements of the sacrament, dates of events, and expectations.
D. Recruitment Support, Training, and Management of Volunteer Personnel
- (a)Develop, maintain, and update a strategy for recruiting volunteer teachers and assistants. Execute recruiting efforts, to include manning a table after Masses, bulletin announcements, advertisements, mailings, and personal appeals.
- (b)Provide regular in-services to train catechists in basic Catholic theology and, through AMS partners University of Dayton Virtual Learning Community for Faith Formation (VLCFF) and Catholic Distance University, encourage participation in the Catechetical Methodology Course through VLCFF.
- (c)Train catechists to use a variety of resources to develop effective and engaging lesson plans based upon the AMS Religion Curriculum Guide standards and indicators.
- (d)Monitor catechists to ensure that they become certified per the AMS policies utilizing the AMS Catechist Manual as a reference guide.
- (e)Plan, organize, and run a Volunteer Orientation, as needed.
- (a)Maintain high teacher morale. Communicate with the teachers to discuss curriculum needs, adequacy of supplies, religious education events, fellowship opportunities and any other related topics.
- (b)Periodically evaluate each class in accordance with Religious Services evaluation criteria. Evaluations criteria includes: (a) curriculum/lesson – effectiveness (b) teacher effectiveness (c) student behavior (d) classroom conditions.
- (c)Update/revise current guidelines for teachers as necessary. Teachers should be aware and know (a) what their responsibilities are concerning the children (b) times for class to be held (c) what to do if they must be absent from class (d) other related information.
- (d)Maintain a staffing list that is made available to all teachers and assistance for open communication.
- (e)Develop and publish the Catholic Religious Education guidelines and expectations for all students and parents.
- (f)Prepare a schedule of classes. Coordinate the schedule with Federal Holidays, school schedule, and sports schedules.
- (g)Maintain accurate records related to registration, attendance, volunteers’ schedules, and student evaluations, as well as any required documentation related to sacramental preparation and celebration. Communicate with any student or volunteer who has many unexcused absences.
- (h)Facilitate and locate substitutes as needed for teachers and assistant teachers.
- (i)Submit required forms for all Confirmation and First Communion students to the Catholic Chaplain.
- (j)Prepare and submit monthly status reports to the Command Chaplain
- (k)Ensure that the Security Requirements in Section 4 of this PWS are adhered to
- (a)Coordinate the required Confirmation Retreat, typically held in the spring, dates subject to change.
- (b)Coordinate and implement an annual volunteer appreciation dinner or event to recognize people who volunteer with the Chapel Programs. Coordinate with Command Chaplain and Designated Faith Group Leader who will provide for the Religious Services hosted event.
- (c)Assist the Catholic Chaplain to ensure candidates for baptism and those involved are properly prepared, including RCIA (Rites of Christian Initiation of Adults).
- Research, survey, and recommend the location for a retreat house
- Coordinate with the Command Chaplain and Designated Faith Group Leader regarding logistics for the retreat.
- Coordinate transportation for students and volunteers.
- Prepare supplies for the retreat.
- Coordinate with the deacons for the spiritual lessons.
- Ensures the safety and well-being of students during the retreat.
- Receive permission slips and required medical forms from each student prior to the retreat.
(a) The Government recommended Level of Effort for the performance of this requirement is one individual at 684 hours/year, approximate average is 12 hours per week.
