Department & role overview：
Nomura is currently in the process of establishing a new Global Sourcing function to operate across Nomura Group companies, regions and functions. Global Sourcing will deliver an ongoing contribution to cost efficiency and commercial/contract risk mitigation associated with vendor engagements, and drive efficiencies through spend category commercial support, vendor/contract consolidation and Group-wide economies of scale.
The Head of the Global Sourcing function and a number of the Global Sourcing Category Leads within the function are not based in Japan, however effective implementation of the operating model in Japan is critical to overall success. This role will therefore work under the Head of Global Sourcing and in partnership with Global Sourcing Category Leads and key internal Japan stakeholders to ensure that the Japan implementation is well-managed and meets all target success criteria.
In the initial phases of functional implementation, the primary categories of spend under the management of the Global Sourcing function in Japan will be Technology (software/cloud, networks/telco, hardware, managed services, IT staff augmentation) and selected Professional Services (including Consulting Services).

Role responsibilities：
The role combines aspects of regional functional and category implementation, resource management and sourcing-related activities. Ensuring the successful implementation of the Global Sourcing function footprint in Japan through:
・Working as part of a Global team and in accordance with a shared Global plan
・Building relationships with key internal stakeholders in Japan (up to and including Cx O level) and ensuring that the Global Sourcing programme is understood and continues to have the necessary buy-in and support
・Partnering with internal Japan stakeholders at all levels and across multiple functions. Communicating the functional implementation plans and supporting the implementation activities
・Supporting recruitment activities for Japan-based Sourcing resources (interim and permanent) and providing local secondary management of those resources
・Representing the Japan region in respect of the Global Sourcing function’s development and implementation of global Sourcing policy, processes and systems
・Supporting Global Sourcing Category Leads to implement their category models in Japan, including:

data and document gathering and analysis

liaison with Japan stakeholders to support the creation of plans and agreed ‘ways of working’

providing local oversight of Japan-based Sourcing Category team members

oversight of effective document language translation

・Ensuring all Sourcing activities in Japan are delivered to the required high standard
・Contributing to Sourcing activities where necessary, including managing targeted negotiations with external vendors
・Monitoring, measuring and reporting implementation status, successes and challenges at a functional and spend category level
・Liaising with other support teams in Japan, including Corporate Legal, Finance and Third Party Risk Management
・Supporting the Japan aspects of the implementation of Supplier Relationship Management frameworks and proposition across a portfolio of suppliers
・Represent Global Sourcing in the Japan region with respect to general functional matters e.g. Business Continuity plans, HR requirements

データとドキュメントを収集および分析する。

日本のステークホルダーの窓口となり、計画の策定と合意した「働き方」をサポートする。

日本を拠点とするソーシングカテゴリーのチームメンバーの現地の監督を提供する。

効果的なドキュメント言語翻訳を監視する。

・日本におけるすべてのソーシング活動が必要な高水準に達していることを確認する。
・外部ベンダーとのターゲットを絞った交渉の管理を含め、必要に応じてソーシング活動に貢献する。
・部門レベルと支出カテゴリーレベルにおける実装状況、成功、課題を監視、測定、報告する。
・企業法務、財務、サードパーティリスク管理を含め、日本の他のサポートチームの窓口となる。
・サプライヤーポートフォリオ全体にわたるSRM（サプライヤー関係管理）フレームワークと提案の実装に関して、日本の側面をサポートする。
・事業継続計画、人事要件などの一般的な機能上の問題に関して、日本地域のグローバルソーシングの代表としての役割を果たす。
