Programme Manager, Business Case, Engagement and Policy Workstream

Salary range A: $158,916 to $212,730 depending on skills and experience
Kōrero mō te Tūranga - About the Role
The Plant Health and Environment Capability (PHEC) Programme is a flagship programme for MPI and a key initiative in the Export Double sector strategy. Our purpose is to grow New Zealand's capability to protect our environment, ecosystems, and economy.
Your role will cover;
- Development of the Implementation Business Case
- Ministerial engagement and Machinery of Government reporting
- Planning and leading the implementation of integrated stakeholder engagement
- Providing the Directorate (and MPI Senior Executives) with strategic advice on engagement strategies
- Leading stakeholder outreach and engagement initiatives, including engagement with iwi, industry, and other Government agencies
- Providing input and advice on media related queries.
Strategic thinking, project management, relationship management, and the ability to plan and supervise complex work are essential aspects of this role. To deliver the outcomes required of this position, it will be essential to build collaborative relationships and establish credibility with Māori, sector stakeholders, and partners across Biosecurity New Zealand, MPI, other New Zealand Government agencies, service providers, industry, and other interested parties.
Mōu - About You
You love complex work, backed by your qualification in public relations, communications, marketing, or relevant communications theory and practice. You have experience in business case writing and ideally project or programme management qualifications and/or process improvement qualifications.
You have demonstrated experience in large scale infrastructure projects and strong internal and external stakeholder management skills, and love to lead.
You thrive in a rapidly evolving operating environment and have a proven track record of partnering with highly skilled technical experts to achieve positive outcomes.
Mō tō mātou Rōpū - About the Team
The PHEC programme consists of an internal team of about ten people, who work closely with the MPI business, Crown Infrastructure Delivery partner Rau Paenga, and external service providers.
Team members are based in Wellington, Auckland and Christchurch and collaborate both in person and across Microsoft Teams. Our mahi encourages and supports constructive collaboration with other teams across Biosecurity and MPI.
The programme is focused on delivering a modern, future-proofed, fit for purpose facility that supports MPI's values and strategic direction.

Our role includes seizing export opportunities for our food and fibre sector, improving sector productivity, ensuring the food we produce is safe, increasing sustainable resource use, and protecting New Zealand from biological risk.
