African Export-Import Bank (Afreximbank) has announced the commencement of its African Medical Centre of Excellence (AMCE) project in Abuja, Nigeria. It will provide world-class care to both low and high-income patient groups across the continent. The AMCE in Partnership with King's College Hospital London will be located in Abuja, which is a hub for travel in Nigeria and West Africa, enabling it to attract patients across the region.


The African Medical Centre of Excellence will be implemented in four phases over a six-year period, starting with a 170-bed specialist hospital before expanding to a 500-bed facility. The centre will have the potential to provide services to over 200,000 patients in Nigeria and a further 150,000 patients from neighbouring West African countries within its first five years of operation.


The clinical areas the centre will specialise in are Cardiology, Haematology and Oncology. A range of businesses providing relevant health support will support this facility and provide commercial services to its patients and staff, thus creating a healthcare ecosystem sustainably designed to deliver long-term value to its community and region.


Job Summary


The ICT Infrastructure Manager plays a critical role in overseeing and managing the information and communication technology (ICT) infrastructure of the organization. This position is essential for ensuring that all IT systems, networks, and services are reliable, efficient, and aligned with the strategic goals of the organization. The ICT Infrastructure Manager will be responsible for the design, implementation, and maintenance of the entire IT infrastructure, including both on premises and cloud solutions. This role requires a deep understanding of various IT systems, hardware, and software, as well as the ability to manage a team of IT professionals effectively.
The ICT Infrastructure Manager will collaborate with other departments to ensure that the ICT infrastructure supports the organization's objectives and enhances operational efficiency. This involves developing and executing strategies for infrastructure improvements, managing vendor relationships, and ensuring compliance with industry standards and security protocols. The manager will also be responsible for budgeting, resource allocation, and performance monitoring of the IT infrastructure, making strategic decisions that impact the organization's technology landscape.
In addition to technical expertise, the ICT Infrastructure Manager must possess strong leadership and communication skills to effectively liaise with stakeholders at all levels of the organization. This role demands a proactive approach to problem-solving and the ability to adapt to rapidly changing technology environments. The successful candidate will demonstrate a commitment to continuous improvement and innovation within the ICT infrastructure, ensuring that the organization remains competitive in the digital landscape.


Key Responsibilities
The ICT Infrastructure Manager will be responsible for a wide range of tasks, including but not limited to:
Infrastructure Planning and Design: Develop and implement a strategic plan for the organization's ICT infrastructure, ensuring alignment with business objectives and industry best practices.
Team Management: Lead and manage a team of IT professionals, providing guidance, support, and performance evaluations to ensure high levels of productivity and morale.
Budget Management: Prepare and manage the ICT infrastructure budget, ensuring that resources are allocated effectively and projects are completed within financial constraints.
Vendor Management: Establish and maintain relationships with external vendors and service providers, negotiating contracts and ensuring compliance with service level agreements (SLAs).
Network Management: Oversee the design, implementation, and maintenance of the organization's network infrastructure, including LAN, WAN, and cloud services while adhering to best practices in IT security standards.
System Administration: Ensure the proper administration and management of servers, storage, and backup solutions, maintaining optimal performance and security.
Security Oversight: Develop and enforce security policies and procedures to protect the organization's data and IT assets from cyber threats.
Disaster Recovery Planning: Create and maintain a disaster recovery plan to ensure business continuity in the event of a system failure or data loss.
Performance Monitoring: Implement monitoring tools and processes to assess the performance of the ICT infrastructure, identifying areas for improvement.
Technical Support: Provide technical support and troubleshooting assistance to staff and stakeholders, ensuring minimal disruption to operations.
Compliance Management: Ensure that the ICT infrastructure adheres to relevant regulations and standards, conducting regular audits and assessments.
Training and Development: Identify training needs and facilitate professional development opportunities for the IT team to enhance skills and knowledge.
Stakeholder Communication: Communicate effectively with stakeholders, providing updates on infrastructure projects, challenges, and successes.
Innovation and Improvement: Stay abreast of emerging technologies and industry trends, recommending and implementing innovative solutions to enhance the ICT infrastructure.


Requirements:
Qualifications
Bachelor's degree in Computer Science, Information Technology, or a related field.
Relevant certifications such as Cisco Certified Network Professional (CCNP), VMware certified professional, Microsoft Certified systems Engineer (MCSE), ITIL, PMP, or CISSP.

Experience
A minimum of 8-12 years of experience in IT operations or infrastructure management, with at least 5 years in a managerial role.
Strong knowledge of network architecture, cloud computing, virtualization, and IT security practices.
