Duties

In this position, you will serve as s the Maritime Advisor to the Nigerian Maritime Administration and Safety Agency (NIMASA)
in Lagos, Nigeria. You will be responsible for executing major elements of the USCG's overseas capacity building program by leading and assisting foreign maritime services with developing the capabilities and capacity to successfully execute their assigned maritime safety and security missions.

Being a Coast Guard (CG) civilian makes you a valuable member of the CG team. Typical work assignments include:

  • Serving as the CG liaison to NIMASA and advising authorities on the development of a consolidated, integrated, and transparent port and maritime safety and security governance structure.
  • Developing and maintaining close working relationships with port authorities and other relevant figures within the host government and private sector; ensuring maritime and port security governance structures consider local laws and regulations, in addition to international and regional port and maritime security conventions.
  • Leading an advisory group to assist the local government in the improvement of port security and maritime governance. Oversees the management of day-to-day aspects of the International Narcotics and Law Enforcement (INL) - USCG Interagency Agreement, with the advisory group providing input on the political, economic, and criminal-justice aspects of the establishment of a "captain of the port" model.
  • Supporting the creation of an area maritime security committee or its equivalent, as a means of fostering coordination, and pursuing transparency; conducting country and maritime assessment to identify areas most in need of attention, recommending solutions, and confirming support of the local government and its operating components in the maritime realm.
  • Reporting regularly on progress towards objectives both within the Embassy and in Washington to INL/Office of Africa, Middle East Programs, and CG-DCO-I.
  • Researching and writing reports and other working documents on complex program issues that provides proficient analysis; providing expert technical advice and assistance on alternative products and services that satisfy internal and external requirements.

Qualifications
To Qualify at the GS-14 Grade Level: Applicants must have one (1) year of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Specialized experience:
  • Conducting studies and analyses on matters to improve organizational effectiveness; AND
  • Evaluating administrative programs to improve efficiency and effectiveness; AND
  • Serving as liaison or working with federal, state, local agencies, special interest groups to support an agency mission, policies, and objectives; AND
  • Working with international agencies providing expertise on projects/programs.
There is no substitution of education for experience at this grade level.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, Ameri Corps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
