EU Provincial Human Rights Officer (4 openings in the following duty stations: Lahore, Peshawar, Karachi, Quetta)

- Lead all provincial implementation of the EU funded Human Rights Project in the relevant province, supporting provincial human rights institutions and civil society organisations, ensuring that UN values and donor expectations are met while designing, implementing and monitoring the project’s activities.
- Provide capacity development support to the relevant provincial Government on roll out of key initiatives under the EU project such as the Human Rights Information Management System (HRIMS), Human Rights and SDG Indicators, GSP+ Reporting, Business and Human Rights etc.
- Assist the team in preparation of all internal and external reports with regards to project implementation in relevant province. Prepare and disseminate all routine communication to the Communications and Reporting Officer for internal and external reporting compliance.
- Take the lead in preparing and updating project dashboard with all internal and external planning, monitoring, reporting and evaluation deadlines with regards to programme implementation in the relevant province.
- Regularly share updates from relevant province that may be of relevant to international funding partners, especially the EU.
- Keep track of progress against deliverables of Individual Contractors, Vendors, Implementing Partners and private sector organisations contracted by the Project to ensure timely and quality delivery of the rights-based development programme in the relevant province.
- Assist the team in preparation of concept notes, project proposals and budgeted workplans for submission to potential funding partners for expansion of programme interventions in the relevant province.
- Coordinate with government counterparts on the exchange of best practices on effective rights-based development between provinces.
- Coordinate with the project’s subject specialist experts, including the Project Officers in other provinces, to ensure cross-fertilization and a cohesive approach to implementation between the provinces.
- Perform any other related duty as and when required.
- Ensure the implementation of UNDP Procedures and Policies in the Project activities.
- Proactively engage with Civil Society Organizations (CSOs) and NGOs working on thematic human rights areas in Khyber Pakhtunkhwa and facilitate linkages with NHRIs and relevant human rights departments for effective project planning and implementation.
- Perform any other related duty as and when required.
- Ensure the implementation of UNDP Procedures and Policies in the Project activities.
- Develop and maintain strong relationships and strategic linkages: Establish and nurture strong relationships and strategic linkages with the Provincial Offices of the National Commission for Human Rights, National Commission on the Status of Women, National Commission on the Rights of Child, Access to Justice Institutions in Pakistan, Environmental Tribunals, and Women-Led Organizations.
- Support EU Human Rights Education Officer in coordination and implementation of activities in the relevant province with key partners, including universities, colleges, Higher and technical Education Department, of the relevant province.
- Coordinate closely with the Social Welfare Department and the Department for Inter provincial Coordination, Government of the relevant province for UNDP’s rights-based development initiatives in the province. Support the relevant provincial Government of Provincial Line Departments on Human Rights, Minority Affairs, Education, Health, and those working in other relevant areas for the effective implementation of UNDP’s rights-based activities in the Province.
- Develop and maintain stakeholder mapping and analysis: Conduct stakeholder mapping and analysis to identify the needs of human rights defenders in the Province. Determine the best approaches to leverage their participation and strengthen their engagement.
- Prepare substantive briefs on possible areas of joint cooperation and opportunities for human rights related initiatives with other UN Agencies: Make recommendations to the CO team on activities with the potential for scale-up, leveraging UN to UN networks.
- Support resource mobilization efforts and project development: Contribute to resource mobilization efforts by identifying potential funding sources, developing project proposals, and assisting in the formulation of strategic partnerships on GEN 3 initiatives. Collaborate with relevant stakeholders to align project development with their priorities, needs, and expertise in gender equality, women's empowerment, and access to justice and environmental justice.
- Review and update the results framework: Review the results framework of the assigned portfolio and update indicators, baselines, and targets, taking into consideration the specific needs and priorities of NGOs (working on gender equality), women empowerment civil society organizations, and private sector women led groups. Develop clear strategies and an effective system for data collection, means of verification, and information sharing and reporting, ensuring alignment with UNDP guidelines.
- Monitor implementation and progress: Monitor the implementation of activities and progress in achieving goals and targets, with a particular focus on the implementation of the EU funded Human Rights Project.
- Prepare reports: Prepare corporate, donor, and government reports in line with the reporting schedule and requirements set by UNDP and the EU, and any other relevant donors. Ensure that the reports accurately reflect the contributions and achievements of project partners, civil society organizations, and the private sector.
- Coordinate with the Operations team: Coordinate closely with the Operations team to support the financial management of NGOs, civil society organizations, and women led organisations involved in the project.
- Organize training sessions, workshops, and capacity building activities in a consultative manner, involving technical experts and stakeholders from the government, private sector, NGOs, donors, academia, and other relevant partners. Ensure that these activities specifically address human rights, women empowerment, access to gender justice, environmental justice, environmental defenders, and the rule of law.
- Identify and document best practices and lessons learned generated from the project and its implementing partners in the areas of human rights, women empowerment, access to gender justice, environmental justice, environmental defenders, and the rule of law. Synthesize this knowledge and share it with stakeholders, enabling wider dissemination and replication of successful approaches.
- Participate in knowledge networks and communities of practice: Actively participate in knowledge networks and communities of practice related to the key areas under the EU project; share insights and contribute to discussions, drawing on project experiences. Support the establishment of knowledge platforms for the project, facilitate innovative mechanisms for knowledge dissemination, and develop knowledge resources and products to share with project partners and support UNDP's engagement in these areas.
- Promote advocacy on development trends and collaboration opportunities: Collaborate with relevant project partners, stakeholders, and UNDP’s Communications Unit to raise awareness, engage in policy dialogues, and advocate for meaningful change. Utilize communication channels and platforms to amplify the project's impact.
- Perform other duties within the functional profile: Fulfill other duties within the functional profile as deemed necessary for the efficient functioning of the Office and the Organization. This may include providing support in related project activities, contributing to policy development, and addressing emerging issues and challenges in the field.

Education:
- Advanced university degree (master's degree or equivalent) in Law, Business Administration, Public Administration, Economics, Political Sciences, Social Sciences, or related field is required, or
- A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
- Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience at the national or international level in providing management advisory services particularly for communications, reporting, proposal/concept note development and documentation, and/or hands-on experience in design, monitoring and evaluation of development projects.
- Experience in the use of computers, office software packages (MS Word, Excel, etc.).
- Knowledge and experience in relevant thematic area i.e. promotion of human rights.
- Good networking abilities and partnership development
- Experience in partnership development with academic institutions
- Experience in monitoring and implementation of related projects (human rights, social inclusion and protection).
- Experience in coordination and communication with relevant stakeholders such as government counterparts and donor
- Experience in preparation of concept notes and project proposals.
- Excellent understanding of the higher education academic landscape in the relevant province (Punjab, Sindh, KP, Balochistan).
- Fluency in English and Urdu is required.
