Basic Function of the Position – The job holder is responsible for fi nancial management and program support functions of International Narcotics Law Enforcement-Pakistan (INL-P)projects including budgeting, accounting and disbursement of funds. Provides program support to the project activities by drafting/reviewing Project Implementation Letters (PILs)and Letters of Agreement amendments, reviewing project proposals, and carrying out legal analysis. The incumbent coordinates with host government agencies for the processingand ratifi cation of project documents, as well as resolves procedural, administrative and legal issues related to project implementation. Works with the INL Management Offi cer tointegrate the oversight of the Finance section with the operational duties of the various Program Advisors. Prepares annual budgets for congressional submission by drawinginputs for program elements, analyzing cost trends and making fi nancial projections and Scrutinizes disbursement authorization for the purposes of compliance with the rules andregulations
Qualification Requirements:
EXPERIENCE: Minimum five (5) years of experience in regulatory and/or certifi cation audits of Government of Pakistan (GOP) entities andmanaging public sector fi nance, to include experience in managing the fi nancial aspects of development projects is required. In addition, one(1) year of supervisory experience is also required.
EDUCATION: Completion of University Degree (16 years of education) in accounting, fi nance or business administration is required.
Job Knowledge: The job holder should have sound judgment and specialization in area of evaluation of funding request/proposals, selectionand adoption of funding. Should have knowledge of designs/procedures and working out operational strategies for the resolution of fi nancial,administrative, and operational issues and problems. Should be able to quickly gain knowledge of Embassy policies and procedures, and INL’s financial processes.
LANGUAGE: Level IV (Fluent) Reading/Writing/Speaking in English and Urdu is required. English language skills may be tested.
Skills And Abilities: The job holder should have highly developed fi nancial management and auditing skills. Ability to establish work priorities;to cross link GOP and USG fi nancial and administrative procedures for effective implementation of project activities. The job holder shouldhave ability to innovate in the context of project planning, design, and implementation; and to develop and maintain functional relationshipswith high level offi cials in implementing Ministries, counterpart agencies, and GOP Departments. Should have sound judgment and analyticalskills to review project accounts, project proposals and statements of expenditure and good communication and report writing skills. Skills and abilities may be tested.
