Hydrologist - CRSDP Project

CRS has been operational in Pakistan since 1954. CRS’ relief and development work are accomplished through program of emergency response, food security/livelihood, education, and disaster risk reduction (DRR). Currently, CRS is responding to monsoon floods in Sindh and Khyber Pakhtunkhwa. CRS has been working with local national partners to support government led efforts for implementation of 2022 flood response and recovery in Pakistan.
Project Background
The five-year Poverty Alleviation and Inclusive Development across Rural Sindh (PAIDAR) project is funded by the European Union to support the Government of Sindh (Go S) in the implementation of its Poverty Reduction Strategy (PRS).
Sindh Peoples Housing for Flood Affectees (SPHF), the government entity established to reconstruct the 2.1 million houses in Sindh, has collaborated with the PAIDAR programme to support the targeted improvements of basic infrastructure in pre-identified villages within selected districts of Sindh province, for four districts Sujawal, Thatta, Badin, and Tharparkar. SPHF (with technical assistance of CRS) is developing Climate Resilient Settlement Development Plan (CRSDP) for PAIDAR programme in four districts.
As per the agreement between SPHF and CRS, CRS on behalf of SPHF as technical partner, will engage and hire the required human resources, arrange the administrations, logistics and consultancy services and conduct orientations and trainings for accurate data collection, assessment, and analysis. All the final payments for goods and services will be done by SPHF directly per CRS policies and recommendations.
Objective and Responsibilities
This consultancy aims to assess the vulnerability of targeted areas to riverine and flash floods. The focus will lie in implementing preventive measures to protect these areas, thereby reducing the risks associated with future flood occurrences, such as the one experienced in 2022. This consultancy will responsible to perform the tasks outlined below to conduct vulnerability analysis, identify DRR measures and explore rainwater harvesting solutions, all aimed at achieving the project's objectives.:
- To assess vulnerability of the area to riverine and flash floods and map it.
- Identify various zones in the area according to their varied vulnerability to floods by mapping them.
- Identify mitigative measures to save the existing settlements from riverine and flash floods.
- Identify suitable sites for the development of new settlements in future.
- To carryout Vulnerability zones for each settlement.
- Development of contour map for the region.
- Explore the rainwater harvesting solutions.
- Application of modern technology for vulnerability assessment of the settlements to floods for identifying mitigative measures.
Deliverables
a) Detailed land use map of the project area.
b) Maps showing varied flood vulnerability zones in the area.
c) Maps identifying potentially safe zones for the development of new settlements.
d) A brief and concise report on flood vulnerability, mitigative measure to safeguard existing settlements from floods and potential sites for the development of new settlements and rainwater harvesting solutions.
e) Vulnerability maps for individual settlement.
Reporting relationships
The hydrologist will report and work closely with the Project Manager who will lead and supervise the project. They will also have working relationships with the National Coordinator, Technical Advisor and MEAL Officer or any other responsible field staff. During the assignment, organization will provide transport to/from field.
Duration of contract
Contract duration for the assignment will be approximately 03months and duration may increase or decrease depending upon the completion of task.

- Able to build rapport with respondents to ensure that they remain motivated and interested in answering questions truthfully.
- Understandable knowledge of English
Education
- University level masters in relevant field from any recognized University with 3-4 years of experience.
- PHD is a plus.
Experience and Qualifications requirements:
- 3-4 years previous work experience on same assignment.
- Have working knowledge advance technologies.
- Must have in-depth questioning, active listening and reporting skills.
- Must have delivered similar projects before and Submit proof of completion
- Attachments of similar reports.

Key Working Relationships:
Internal: Country Manager, HOP, Ho OP, National Coordinator, Program Managers, HR and Finance.
External: Local NGOs/Partners, UN/INGO/NNGO, Government of Pakistan, Vendors, Consultants/ Service Providers.
