CHILD SAFEGUARDING:
Level 3: The post holder will have contact with children and/or young people frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:
To develop and implement project level Monitoring, Evaluation, Accountability and Learning systems.

SCOPE OF ROLE:
Reports to: MEAL Coordinator
Role Dimensions: Smooth functioning of MEAL system in “WASH and Shelter support to Afghan citizen card holders and vulnerable host communities in Quetta” Project. Conduct frequent quality monitoring visit against Quality Benchmarks randomly and capacitate to the program team for regular MEAL template/format/form of data collection and reporting as well as update Output Tracker (OT) and Indicator Performance Tracking Table (IPTTs). Support to the MEAL Coordinator during baseline survey, formative and operational research, evaluation period and reporting time etc. Make sure the complaint & feedback mechanisms are well functional. Keep good coordination and collaboration with all program team and partner staffs as well. Maintain regular report preparation and share with proper channel.

KEY Performance Areas:
Monitoring:
  • Support the implementation of the SCI MEAL in Emergencies (Mi E) Procedure and Mi E System Quality Benchmarks, monitoring system/framework to report activities according to appropriate framework(s).
  • Develop, roll out, and manage monitoring plans per commitments of SCI.
  • Conduct regular field monitoring visits of project interventions by filling quality benchmark checklist, do necessary briefing with program team and finalize agreed action point.
  • Also update QB tracker on online management information system for all visited sites.
  • Facilitate MEAL Coordinator to coordinate with provincial program team and manage filled QB checklists and QB tracker in an organized way and take follow up for timely closure of QB action points.
  • Facilitate MEAL coordinator to analyses quality benchmark tracker and action points for close out and improvement in project intervention at provincial level.
  • Coordinate with partner’s MEAL focal points to ensure QB tracker and FRM database is maintained and shared to SCI provincial office MEAL team for all projects in the province.
  • Support MEAL Coordinator in developing MEAL plan and maintaining Indicators Performance Tracking for projects for progress measurement reporting.
  • With support of direct supervisor, develop customized monitoring tools and checklists for different components of project.
  • Facilitate, where required of the relevant staff in monitoring and evaluation/ research and documentation.
Evaluation:
  • Support MEAL Coordinator to conduct and manage baseline, midline and endline evaluation and any research/assessment/post distribution monitoring as per the agreed protocols of SCI with close coordination with SCI CO team.
  • Maintain data archive for all research, evaluation and assessment at provincial level with close coordination with CO team.
  • Support establishment of accountability mechanisms specific to project and generic to organization.

QUALIFICATIONS
  • Bachelor’s degree preferably in social sciences, management science or relevant discipline.


EXPERIENCE AND SKILLS
Essential
  • Minimum 3 years of MEAL experience, experience on thematic areas relevant to Save the Children programming including Child Protection, Education, Health and Nutrition, Food Security and Livelihood, and/or Climate Change will be a plus point. Candidate having accountability to beneficiary system experience will be preferred.
  • Expertise in MS Office.
  • Ability to work under pressure and adjust to difficult living and working condition.
  • Good interpersonal and communication skills, proficient in report writing and documentation.
  • Demonstrated experience in handling nationwide data collection and analysis.
  • Ability to handle the culturally sensitive issues of the society and guide field staff.
  • Excellent facilitation, communication and interpersonal skills.
  • Strong skills of report writing and presentations.
  • Willingness to work under pressure and stressful situations without compromising on deadlines or quality.
  • Strongly resilient to unfavorable situations.
  • Fluency in English, both verbal and written, preferred.
  • Addition to programming language and tools good computer skills (MS Word, Excel and Power Point).
  • Commitment to Save the Children values.
  • Excellent communication skills including report writing, verbal and presentation skills.
  • Knowledge of response projects and MEAL in emergency would be an asset.
  • Experience Cash and Voucher Assistance (CVA) interventions will be an advantage.
  • Fluency in English and Urdu is required. Fluency in Pashtu will be an advantage
