Position Summary:
The main purpose of the position is to develop & implement a comprehensive MEAL framework for the key programmes in Qambar Shahdad Kot, Sindh & ensure digital data management, beneficiaries tracking, monitoring & reporting. The position shall also design & implement baselines, midterm & impact assessments using mobile based digital applications whereas shall also ensure the implementation of beneficiary complaint & feedback mechanisms.

Position Summary:
The main purpose of the position is to develop & implement a comprehensive MEAL framework for the key programmes in Qambar Shahdad Kot, Sindh & ensure digital data management, beneficiaries tracking, monitoring & reporting. The position shall also design & implement baselines, midterm & impact assessments using mobile based digital applications whereas shall also ensure the implementation of beneficiary complaint & feedback mechanisms.
Job Responsibilities:
- Lead program department in-need assessments, baseline, end line, and post-distribution monitoring surveys in terms of forming data collection tools, sample size, and training of data collection team.
- Conduct interviews with line departments, conduct PRA exercises, and administer questionnaires.
- Carry out beneficiary validation exercise.
- Ensure data quality and data consistency during data collection and data entry, manage database, and facilitate data analysis. Conduct data audit of up to 50% sample of the field data collection as well as data entered into the database by project or data entry staff and generate data audit report.
- Draft report of surveys (baseline & end line and assessments).
- Ensure that the implementation of field activities adheres to HA’s monitoring and evaluation system.
- Carry out regular and routine field monitoring of program activities and produce monitoring visit reports on the given format; conduct debriefs sessions with relevant program staff and develops an agreed action plan and report.
- Carry out follow-up monitoring visits to materialize actions agreed in the action plan, also maintain Monitoring-Action Plan Tracker at field level and report to line manager.
- To assist in planning and implementation of internal monitoring and evaluation exercises and impact assessments in terms of case/success stories and during project evaluation when needed.
- Manage all internal evaluation activities of the base; systematically ensure the analysis of results is shared with stakeholders.
- Ensure and support the completion of the beneficiaries’ database in coordination with the program team.
- Masters in Social sciences, international relations or any other related field from any HEC recognized university.
- At least 1-2 Year field level experience in project monitoring.
- Good level of spoken and written Sindhi and local languages.
- Excellent skills in organizing workflow, capacity to follow protocols and take own initiative.
- Excellent ability to work as part of a team.
- Ability to work in an environment where there are physical discomforts associated with change in weather or discomforts associated with noise, dust or dirt.
- Ability and willingness to autonomously travel to duty site and villages when required.
- Willingness and capacity to be flexible and accommodating when faced with difficult and frustrating working conditions like long distance walking to work/distribution sites.
- Excellent spoken and written local language Sindhi, Urdu and English language skills.
- Good computer skills – ability to write weekly and monthly reports and data analysis.
