UNDP Pakistan works with the Government and communities to develop and implement local solutions to development challenges. In an evolving development context, UNDP supports the efforts of Government of Pakistan to build a more equitable, prosperous, peaceful and resilient society, and to achieve its SDGs and COP25 targets.
RECCU is supporting projects across country to respond to the growing threat of climate change; to mainstream environmental concerns into national development planning processes; and to expand access to environmental and energy services for the poor. In particular, UNDP has sought to ensure that the poor have stronger capacities to manage, adapt to and monitor climate change. Climate Change is a huge development challenge as well as a huge environmental challenge. It is a growing problem and now and hitting the poorest and the most vulnerable first and hardest.
The 2022 floods in Pakistan have affected 33 million people, resulted in the loss of more than 1,700 lives, displaced around 9 million men, women, and children, and inundated almost one thirds of productive agricultural land in Pakistan. These downstream challenges are compounded with institutional issues whereby the Government of Pakistan requires support for developing overarching frameworks to structure its flood response activities and technical expertise to set up develop bankable projects, establish standardized mechanisms for monitoring and evaluation, and enhance strategic communications for public outreach.
UNDP has responded to the challenge by developing and launching the USD 90 million Flood Recovery Program to support the Government of Pakistan’s flood recovery and rehabilitation efforts. The Program has four key objectives dealing with the following thematic areas:
- Restoration of housing and access to/revival of essential community services.
- Restoration of livelihoods and income generating capacities
- Restoration of governance and service delivery
- Accelerated environmental clean-up with strengthened capacities for Disaster Risk Management.
The Operations Specialist works in close collaboration with the Resilience, Environment and Climate Change Unit, the Flood Recovery Project Team, UNDP Programme and Operations teams, other project staff and other UN agencies staff will have the following key duties and responsibilities:
Ensures implementation of operational strategies, adapts processes and procedures focusing on achievement of the following results:
- Full compliance of financial activities, financial recording/reporting system and audit follow up with UN/UNDP rules, regulations, policies, and strategies; implementation of the effective internal control, proper design and functioning of the financial resources management system.
- Provide regular updates to the Flood Recovery Program on the overall budgetary and expenditure situation and associated projects, including resources mobilization, expenditure status and performance/targets comparison.
- Full compliance of operations with UNDP rules, regulations and policies, implementation of corporate operational strategies, establishment of management targets and monitoring the achievement of results.
- Establishment and maintenance of the project’s internal standard operating procedures in operations, procurement, and human resources management.
- Constant monitoring and analysis of the operating environment, timely readjustment of the operations, advice on risk assessment.
- Work plans and budgets updated to take into account changes in circumstances.
Ensures monitoring of implementing partners for effective financial management and project reporting:
- Establishment of collaborative arrangements with potential partners and appropriate operational partnership arrangements.
- Contribute in overseeing large financial transactions with sub-recipients and other project partners.
- Recommends strategies for the improvement of financial, management accounting and information systems within the unit and of the project partners and helps implementing solutions.
- Establishment and implementation of proper monitoring system and control of procurement processes in full compliance with UNDP rules and regulations.
- Completion of other tasks relevant to the UNDP regulations for the procurement, utilization, and management of the project assets.
- Timely and proper preparation of procurement plans for the project, establishment of the deadlines and monitoring of their implementation.
- Participate in conceptualization, elaboration, and implementation of contract strategy in the Project Office including tendering processes and evaluation, contractor appraisal, evaluation, and negotiation of offers, management of the contract and contractor, legal considerations and payment conditions, risk assessment.
- Supervises the administration and the fleet staff and manages the project’s pool of vehicles. Ensures through adequate reporting a sound follow-up of all vehicle’s life cycle.
- Responsible for procurement of training supplies, office supplies and daily need of the office.
- Facilitate knowledge and capacity building, knowledge sharing, and advocacy relevant to the assigned thematic areas.
- Identify capacity building needs and opportunities. Ensure appropriate training, project workshops and other relevant activities are organized and implemented in a consultative manner, involving technical experts and stakeholders that may include the government, private sector, NGOs, donors, and/or academia.
- Ensure project reports capture results, lessons learned and good practices for possible wider application.

Advanced university degree (master's degree or equivalent) in management, Finance, Economics Business or Public Administration or relevant field is required, or ·
A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
- Minimum 5 years (with master’s degree) or 7 years (with bachelor’s degree) of progressively responsible relevant experience at the national or international level in the development sector in operations is required.
- Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages.
- Experience in managing and coordinating large value projects
- Strong operations and project management experience and clear track record of managing teams within the UN System or development sector.
- Experience in managing and coordinating projects, specifically supporting related institutions, and strengthening government systems or in the development sector is an asset.
- Experience of handling project operations with the development of annual workplans and budgets.
- Strong knowledge of UN operations rules, policies, and procedures Experience of working at all levels of procurement
- Certification of ‘Introductory Certification in Public Procurement and Advanced Certification in Public Procurement Level-II would be an asset.
- Fluency in English and Urdu is required
