UNDP has an important role in supporting health outcomes by supporting countries to address the social, cultural and economic determinants of HIV and health, in partnership with UN entities and other organizations. This is done through UNDP’s core work in reducing inequalities and social exclusion that drive HIV and poor health, promoting effective and inclusive governance for health, and building resilient and sustainable systems for health. UNDP also contributes through its coordinating and convening role in bringing together multiple partners and resources at national and local levels.
As a trusted, long-term partner of The Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund, GF), UNDP’s value proposition lies in providing an integrated package of development solutions to strengthen institutions to deliver health services. Through its contributions as interim Principal Recipient (PR) and provider of technical assistance in over 53 countries since 2003, UNDP’s provision of integrated policy, implementation and capacity development support to countries has yielded significant health and development results in challenging operating environments. Proactive risk management and investing in sustainability are the cornerstones of UNDP’s portfolio management approach and providing technical assistance to national counterparts during all phases of implementation, strengthening legislation, policies, and regulatory frameworks, and building capacities across key functional areas, including financial management, health information systems, procurement and supply chain management. The Global Fund – Health Implementation Support Team, HIV, Health and Development Group, Bureau of Programme and Policy Support, Global Policy Network (GF/HIST) is a dedicated team providing support to UNDP Country Offices implementing health and development programmes.
UNDP acts as a Principal Recipient (PR) for the Pakistan HIV for the Global Fund resources in Pakistan. For effective implementation of the Global Fund grant(s), UNDP Pakistan has established a Program Management Unit (PMU), which is responsible for the day-to-day overall programme management, risk management, policy guidance, financial accountability, procurement of goods, including health products and services, strengthening of the national systems. The GF resources are implemented in accordance with UNDP rules, policies and procedures, the grant confirmation, corporate agreements with the GF and in close coordination with the national and provincial stakeholders, Common Management Unit, Sub-recipients (SRs) and Sub-sub-Recipients (SSRs), NGOs, CSOs, communities, technical partners, UN entities and the Global Fund (Local Fund Agent) and Country Coordinating Mechanism.
DUTIES & RESPONSIBILITIES
Under the overall supervision of the Deputy Resident Representative, the Project Manager will be responsible for leading a multi-disciplinary team to achieve a high level of project performance, coordinating and building strategic partnerships, and providing policy and technical guidance while engaging with partners to strengthen national systems and health institutions. The Project Manager will promote a collaborative, client-oriented approach, ensuring integration across functional areas within the PMU, policy integration in coordination with the Country Office, Regional Bureaus, other UNDP business units, GF/HIST and support to the integration of capacity and health system strengthening activities.
UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.
Key duties and accountabilities include:
Ensures strategic leadership, project planning and effective management and oversight of Global Fund project, focusing on achievement of the following results:
- Leads on the strategic planning, oversight and management of the programmes in compliance with UNDP’s rules, policies and procedures, the grant agreements, fund administration agreements and corporate agreements with the Global Fund ensuring integration of the functional areas and policy integration and capacity development.
- Leads on the coordination, management, supervision and oversight of the PMU across all functional areas (including programme, finance, procurement, capacity development, PSM, monitoring and evaluation) to achieve programme goals, provide quality services and ensures programme delivery with full utilization of GF allocation and strong achievement of programme targets;
- Leads on assessing the programmatic impact and substantive monitoring of project delivery and evaluation of the projects’s’ performance and proactively leads on reviews with national and implementing partners, SR underperformance, bottlenecks and ensures the accountability for the timely implementation of corrective action(s);
- Develops and maintains an organizational structure to ensure UNDP is resourced to deliver its commitments, leads on the recruitment of PMU staff, contractors, service providers, fostering diversity, equity and inclusion and builds the technical, management and leadership capacity of staff for promotion of organizational excellence; and
- Ensures strong collaboration with UNDP regional and headquarters, GF/HIST on all areas of strategic planning, management, oversight implementation and donor communication.
- Leads on preparation of project and fund administration documents required by the donor, including work plans, budgets, monitoring and evaluation plans, and procurement and supply management plans and leads the negotiation of corporate agreements, timely reprogramming requests and identification of cost savings.
- Ensures UNDP’s financial, asset and health product (including quality control, insurance) management policies, procedures, and SOPs are followed and validated by internal reviews.
- Leads on timely preparation and quality submissions of financial and programmatic donor reports and responses to management actions, compliance with grant conditions and revisions to the grant agreements.
- Leads on performing risk assessments, develops and implements risk management matrix/plan with the PMU staff and implementing partners, SRs and ensures adequate oversight and support is provided, with timely incident reporting;
- Develops and maintains an organizational structure to ensure the PMU is resourced to deliver its commitments, lead on the recruitments of staff, contractors, service providers, fostering diversity, equity and inclusion and builds the technical, management and leadership capacity of staff for promotion of organizational excellence and ensure proper workflows;
- Supervises and ensures accountability for Service Providers, SR assessments, contracting, monitoring, with SRs work plan and budgets implemented in compliance with UNDP’s SR grant agreements, while ensuring quality of the programmes and achievement of goals of the programmes; and Leads on project audits (including SRs) and investigations under the guidance of the Resident Representative and in coordination with the Regional Bureau, Office of Audit and Investigations, GF/HIST and ensures timely follow up on management actions and recovery actions.
- Leads on the coordination, building strategic partnerships and maintains strong working relationships with the national and provincial stakeholders, Common Management Unit, Sub-recipients (SRs), NGOs, CSOs, communities, technical partners, UN entities and the Global Fund (Local Fund Agent) and Country Coordinating Mechanism.
- Advises the national and provincial strategic planning processes for the programmes based on evidence gained during implementation of the programmes.
- Leads on advising the Deputy Resident Representative on the range of value-added services that UNDP can provide to governments in the implementation of GF programmes and cost-recovery mechanisms including General Management Services (GMS) and Direct Project costs;
- Maintains close co-ordination between the programmes and other health and development initiatives in the country, to promote partnership building and avoid duplication of programmatic activities and to exchange critical and technical information and resolve implementation issues;
- Leads on the engagement with the GF Fund Portfolio Manager and the Country Team and develops a strong professional relationship based upon mutual trust and respect, and supports during missions; and
- Leads on developing funding requests to complement UNDP’s interim PR role with other health and development activities and the development of project documents and initiation and implementation of the programmes.
- Ensures harmonization and integration of the programmes into the national and provincial strategic documents on disease programmes.
- Provides strategic policy and technical advice to the national stakeholders, implementing partners and supports work on programme adjustments as necessary.
- Participates in meetings and technical committees of the CCM and other national health and development committees, as required.
- Supports implementation of interventions and policy guidance related to the removal of human rights and gender related barriers to the access to and uptake of services; and
- Coordinates planned studies and programme review(s) with the national programmes, in collaboration with the national and provincial stakeholders, Common Management Unit, Sub-recipients (SRs) and Sub-sub-Recipients (SSRs), NGOs, CSOs, communities, technical partners, UN entities and the Global Fund.
- CSOs, communities, technical partners, UN entities to strengthen national systems and health institutions, across functional areas including, procurement and supply chain management, financial management, asset management monitoring and evaluation, and oversight, SR management, risk management, project implementation and monitoring.
- Leads on the engagement with national partners and oversees the development of capacity development and transition strategies to support national entities to successfully implement the PR role, ensuring access to appropriate tools and resources.
- Identifies and assesses the implications of UNDP’s rules, policies and procedures on the implementation of GF programmes in coordination with GF/HIST and other UNDP units (e.g., BMS) and reports to the Country Office on changes to GF rules that impact on the programmes.
- Identifies and supports development of communications (print, video) highlighting key programme achievements, best practices, and lessons learnt and contributes to information sharing with the national and provincial stakeholders, Common Management Unit, Sub-recipients (SRs) and Sub-sub-Recipients (SSRs), NGOs, CSOs, communities, technical partners, UN entities the GF (LFA), CCM, Regional Bureau and GF/HIST; and
- Actively participates in UNDP and other relevant external networks to promote the programmes and UNDP’s health and development work (e.g., conferences, community of practice, etc.) and represents UNDP in relevant technical meetings, working groups at country, regional and global level and gathers lessons learnt to apply to the programmes.
- The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
- Supervision and performance management of the project team.
Education:
- Advanced university degree (master’s degree or equivalent) in Public Health, International Development, Business Administration, Law, Social Sciences, or related field is required. Or
- A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying
- experience will be given due consideration in lieu of the advanced university degree.
- A master’s degree in public health, is an asset.
- Minimum 10 years (with master’s degree) or 12 years (with bachelor’s degree) progressive relevant experience in the management of health and development programmes is required.
- Proven experience and strong knowledge of UN or UNDP rules, policies and procedures is an asset.
- Prior experience and strong knowledge of Global Fund’s rules, policies and procedures is an asset.
- Work experience in a challenging operating environment is desired.
- Work experience in Asia Pacific region is an asset.
- Demonstrated experience in developing and managing effective partnerships with government and civil society organizations in health and development programmes is desired.
- Demonstrated experience in building capacity of national stakeholders in health and development programmes.
- Fluency in English both oral and written is required.
- Working knowledge of another UN language is an asset.
