Programme Policy Officer Cooperating Partner
THE ROLE
The World Food Programme (WFP) Regional Bureau for Latin America and the Caribbean (RBP) provides strategic guidance, technical support, and direction for its regional operations. This position sits within the Programme Unit and provides technical guidance and operational support to the Country Offices on programmatic, technical and business processes, and risks related to Cooperating Partner management. WFP’s commitment to the Grand Bargain (specifically the Localization stream) focuses on being a better strategic and operational partner, and the Regional Bureau plays a crucial role in facilitating these changes at the Country Office level.
Under the supervision of the Programme Policy Officer covering this portfolio, the incumbent will be responsible for the following areas and in coordination with other RBP units.
ACCOUNTABILITIES/RESPONSIBILITIES:
  • Provide Country Offices (COs) with technical and operational guidance on implementing the WFP NGO Corporate Guidance, including Call for Proposals, selection process, partner induction, and partner evaluations.
  • Support COs in developing key documentation such as Standard Operating Procedures (SOPs), Cooperating Partner Committee To Rs, and checklists that support an effective CP management function.
  • Provide guidance on Field Level Agreement (FLA) management, including budget negotiations, data entry, distribution reports and invoice management.
  • Provide guidance on how to manage government partnerships, liaising closely with legal and NGO units.
  • Support COs in addressing oversight and audit recommendations related to CP management.
  • Provide training/webinars/information sessions to CO staff as required and equip them to deliver training to their CPs.
  • Support the establishment of structures needed for the roll-out of corporate digital initiatives, including but not limited to the UN Partner Portal and Partner Connect.
  • Contribute to RB Programme oversight, including reviewing, adjusting and documenting the approach, in close coordination with the Risk Management Officer.
  • Under the guidance of RB Programme advisors for Emergency Preparedness & Response, Climate and School Health & Nutrition, examine opportunities and support collaboration with partners at the regional level in a select number of priority areas.
  • Document CP management lessons learned and best practices in the region.
  • Any other duties as required.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education
Advanced University degree relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
Experience
- At least one (1) year of postgraduate professional experience. Preferable with 3+ years of relevant professional experience in establishing partnerships and overseeing budgets, preferably in government institutions, with a UN agency or NGO in the region.
  • Previous experience in project management
  • Good understanding of the regional context
Knowledge & Skills:
  • Project Management and Contract Management.
  • Excellent communication (written/oral/presentation) and interpersonal skills.
  • Demonstrates high moral integrity and proven capacity to take initiative, show discretion and autonomy.
  • Strong planning and time management, with a structured results-oriented approach and quality monitoring and reporting
  • Client-focused and able to build strong relationships to improve processes and support the strengthening of CO CP Management function.
  • Knowledge of the UN system or NGO space is an asset.
Languages
Fluency (level C) in English language and the duty station’s language, if different.

  • Salary Scale
. Fixed-Term appointments are for a continuous period of one year or more and shall have a specified expiration date. The initial appointment is subject to a probationary period of one year. Successful candidates will be placed in a roster for two (2) years.
