Background:
Palladium is implementing the USAID-funded Translating Data for Implementation (Data.FI) award. Data.FI is a $180 million, 5-year project which serves as USAID’s primary mechanism for data, technology, and health information systems to support HIV activities across strategic PEPFAR countries. Data.FI is part of a suite of large-scale global HIV programs that USAID has awarded and represents the next generation of HIV/AIDS programs. Data.FI plays a key role in USAID’s goals of helping partner countries on their Journey to Self-Reliance and transitioning local organizations to prime recipients of USG funding.
The overall goal of the Data.FI project is to improve global, regional, and national in-depth analyses of HIV epidemiologic and program data that can be directly applied to expedite the achievement of PEPFAR targets to attain and sustain control of the HIV epidemic. The focus also includes directly supporting host country governments and implementing partners to further enhance existing health information system platforms to inform management responses to well-defined gaps in HIV/AIDS programming. In order to ensure rapid access to high quality data, Data.FI works towards: accelerating data utilization to rapidly course correct and take to scale cost-effective and impactful activities, models and approaches required to attain and maintain HIV epidemic control; scaling and optimizing in-country health information system capabilities to collect, exchange, adapt, govern, and visualize information in order to track the attainment and maintenance of HIV epidemic control; and supporting the transition of prime funding and implementation to capable local partners in order to meet the PEPFAR goal of 70% of funding to local partners by 2020.
Position Summary:
Palladium, through Data.FI, is currently seeking a skilled and motivated individual to join our team as a Project Manager (EMR) seconded to the National Department Of Health Digital Health Unitto support the implementation of the Data.FI award in South Africa (SA). Data.FI South Africa is dedicated to supporting the National Department of Health Digital Health Unit (NDOH DHU) in utilizing data analytics for effective policy-making, strategic planning, and daily decision-making related to among others TB and HIV programs through the development and implementation of an advanced analytic approach for program implementation and scale up.
In this pivotal role, you will be at the forefront of providing high-level project management support to the Chief Director of the National Department of Health Digital Health Unit in ensuring the effective implementation of the National Department Of Health Electronic Medical Record (EMR) at facility level, including developing project scopes and project plans. This will require overseeing and ensuring that the project is delivered on time, within budget and to the required quality standard as per project schedules. You will be expected to manage, monitor and evaluate the cross functional team assigned to the project. This will include creating and maintaining comprehensive project documentation, as well as risk management to minimize project risks. Key Responsibilities:
Responsibilities and Duties
1. Project Management
- Develop and manage detailed project plans for EMR implementation, including timelines, milestones, and deliverables.
- Coordinate with internal teams and external partners to ensure alignment and timely execution of project activities.
- Monitor project progress and performance, identifying and addressing any issues or risks that may arise.
2. Stakeholder Engagement
- Act as the primary point of contact for all stakeholders involved in the EMR implementation, including healthcare providers, IT staff, and external partners.
- Facilitate regular communication and collaboration among stakeholders to ensure a shared understanding of project goals and progress.
- Organize and lead meetings, workshops, and training sessions to engage stakeholders and gather feedback.
3. Technical Coordination
- Oversee the technical aspects of EMR implementation, including hardware and software installation, system configuration, and data migration.
- Work with IT teams to ensure that the EMR system is integrated with existing health information systems and that interoperability is achieved.
- Ensure that all technical requirements and specifications are met and that the system functions as intended.
4. Training and Support
- Develop and implement a comprehensive training program for healthcare providers and staff on the use of the EMR system.
- Provide ongoing support and assistance to users during and after the implementation phase, addressing any issues or concerns.
- Work with the Digital Health helpdesk/support center to provide technical assistance and troubleshoot problems.
5. Quality Assurance
- Implement quality assurance processes to ensure that the EMR system is functioning correctly and that data integrity is maintained.
- Conduct regular audits and evaluations to assess the effectiveness of the EMR system and identify areas for improvement.
- Ensure compliance with relevant standards, regulations, and best practices.
6. Reporting and Documentation
- Prepare and submit regular reports on the progress and performance of the EMR implementation to senior management and other stakeholders.
- Maintain detailed documentation of all project activities, decisions, and outcomes.
- Develop user manuals, guidelines, and other documentation to support the use of the EMR system.
- Bachelor's degree in Health Informatics, Information Technology, Project Management, or a related field. A Master's degree is preferred.
- Minimum of 5 years of experience in project management, preferably in healthcare or IT.
- Strong understanding of health information systems and EMR implementation.
- Excellent organizational, communication, and interpersonal skills.
- Ability to work independently and as part of a team.
- Proficiency in project management software and tools.
- Experience in training and user support is an advantage.

Experience
- Postgraduate (NQF 8) qualification in the IT field or Public Health will be an advantage.
- Certification in agile Project Management, Project Management, Institute or Prince2 (e.g. CAPM, PMP, Prince 2-Practitioner) will be an added advantage.
- At least five (5) years’ experience managing complex projects in the health sector (public or private) or equivalent level is an advantage.
- Knowledge and understanding of the NHI Digital Health context and its various aspects, from strategy through to implementation, is essential.
- Understanding of Digital Health Identity Management, Project Management methodologies, ICT standards, policies and procedures, PFMA, the public service act and public service regulations in the South African context is required.
- Knowledge of Digital Health Systems with reference to User and Provider Identity and business process management as well as ICT Systems Development processes is needed.

The ability to work independently and as part of a team and also to work in a structured and un-structured environment where initiatives are pioneering with no previous roadmap to access is advantageous.
- A valid driver’s license is required.
