Policy Analyst, Technology (ITIF-Korea)
The Washington DC-based Information Technology and Innovation Foundation (ITIF)—the world’s leading think tank for science and technology policy—seeks a policy analyst to focus on technology and industrial policy issues in the Republic of Korea, as part of ITIF’s newly established Center for Korean Innovation and Competitiveness. This center will complement ITIF efforts in the United States, Canada, the UK, and Europe.
The ideal applicant should not only be an excellent researcher who can quickly produce high-quality written reports and articles, but also an engaging public speaker and social media pundit who is committed to advancing innovation to spur economic growth and improve quality of life. The applicant should have a deep understanding of the existing tech policy debates, including issues such as artificial intelligence, content moderation, platform regulation, R&D policy, and others, and be willing to use evidence and logic to challenge conventional wisdom when appropriate. ITIF brings an unapologetically pro-innovation perspective to tech and industrial policy.
This position will be based in Seoul and will be hired on a renewable one-year term.
Essential Responsibilities:
- Write reports, blog posts, op-eds, and responses to consultations on relevant digital policy issues.
- Organize, host, and speak at conferences, panel discussions, debates, and other policy events.
- Build and maintain relationships with key stakeholders involved in technology and industrial policy, including Korean parliamentarians, cabinet officials, thought leaders, media, and other key influencers.
Qualifications:
- Demonstrated experience and interest in technology/industry policy.
- Excellent research, analytical, and organizational skills.
- Superior communication skills, both oral and written, including an ability to write clear, succinct, and persuasive research papers, op-eds, and blog posts.
- A successful track record analyzing technology policy issues and educating policymakers about the impact of legislative or regulatory proposals.
- Highly proactive, independent, and flexible, with an ability to work on multiple projects in a fast-paced environment.
- Ability to network and build relationships with outside organizations.
- Fluent in Korean and English.
- Knowledgeable about Korean technology policy and the technology policy environment.

Salary Range:
The position will pay in the range of 75 to 100 million won annually, depending on experience.
About the Center for Korean Innovation and Competitiveness
Korea faces new challenges in the technology and innovation-driven global economy. Its productivity growth has slowed, as its worker-to-retiree ratio plummets. Too few new innovation-based companies are growing to scale. And Korea has not yet fully transitioned from a “fast follower” to a global innovation leader. Meanwhile, like other industrialized economies, Korea now faces intense competition from China, which is pursuing a state-directed strategy to dominate the world’s advanced industries by any means necessary. And at the same time, Korea and the United States must form broader and deeper techno-economic alliances to help address the shared China challenge.
These challenges are daunting but not insurmountable. Solving them requires the right policies. To develop and implement such a framework, Korean policymakers need actionable insights derived from deep analysis of Korea’s unique production systems, industry dynamics, and technologies, while incorporating global best practices for effective innovation policy.
That is the mission of the Center for Korean Innovation and Competitiveness.
