Context:
Under the overall supervision of the Director of the Supply Chain Division (SCD), and direct
supervision of the Deputy Director of the Supply Chain Division, the Head of Information
Management and Analytics Unit will be responsible and accountable for monitoring, assessing
and improving the SCM performance , analyzing the existing SCM processes and systems,
identifying gaps and developing a set of applicable KPIs, preparing periodic reports, focusing on
effectiveness, responsiveness, standardization and optimization of SCM operations.


Core Functions / Responsibilities:
1. Monitor, assess and advise on supply chain’s performance and keep upstream and
downstream supply chain participants well informed.

2. Ensure data accuracy and effective communication among different stakeholders, including
through SCM annual and periodic reports and newsletters, outreach presentations, authoritative
advice, and the development of dashboards and other materials.

3. Managing and leveraging data and statistics related to the planning, procurement,
implementing partners, inventory, logistics and other supply chain management aspects.

4. Provide authoritative technical and policy advice, guidance and oversight of programme
officers, technical advisors and staff of IM Unit, assign tasks in compliance with SCM division
implementation strategy and manage performance and capacity building.

5. Ensure existing business process(es) and related information are mapped and recorded, and
opportunities for improvements are identified and implemented for the further optimization of the
SCM system.

6. Analyze the best practices in Supply Chain Management of other UN agencies and
international institutions, with a view to obtaining information and analyses that may be useful to
IOM for incorporation into IOM’s Business Analytics and Reporting practices.

7. Identify data points and design data collection and processing systems for information
needed for SCM which is not available in existing ERP applications and systems.

8. Ensure the collection and aggregation of data related to lead-times and procurement
spendings, introduce the Key Performance Indicators (KPIs) to measure supply chain
performance and prepare analytical reports and advisory documents.

9. Ensure the monitoring of SCM related Key Performance Indicators (KPI) and the strategic
planning and demand forecasting within the supply chain, as well as leveraging data, utilizing
statistical methods, and applying predictive modelling.

10. Take a lead in supply chain needs assessments and forcasting exercises based on historical
records and data analyses. Coordinate with Procurement Category Managers to collect and
analyse the data related to most frequently procured goods and services.

11. Establish regular information exchange and reporting standards for the units managing
inbound and outbound flow of goods and services.

12. Develop and conduct stakeholder analyses and design information sharing mechanisms,
including circulation of periodic newsletters, indicating desired outcome, project achievements
supported by statistical data and overall impact.

13. Authoritatively support the Supply Chain Division and DOE, on Global Stock matters, such
as budget planning and tracking, development of SOPs and review of administrative expenses
requests.

14. Identify and coordinate interventions required to further streamline and digitize Supply Chain
Management processes and transactions. Support establishment of fit for use and statistics
purpose ERP Information management processes, systems and tools.

15. Advise/guide/instruct and train staff in preparation of tools and mechanisms for successful
data collection, processing, analysis and storage.

16. Guide in the design/outline of IM products like: factsheets, lists, maps, interactive
dashboards and best practices.


17. Coordinate with SCM Unit Heads within and outside of SCM division to ensure that SCM
Information Management Systems and products are well-coordinated information is sourced,
verified and leveraged where appropriate

18. Represent SCM at meetings and in working groups relevant to Information Management
products
and serve as the primary focal point on such matters as delegated by the supervisor.

19. Ensure timely preparation and submissions of all Information Management reports as
required by SCM division.

20. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
  • Master’s degree in Management, Business Administration, Information Technology, Supply
Chain Management or related field from an accredited academic institution with seven years of
relevant professional experience ; or,
  • University degree in the above fields with nine years of relevant professional experience.
Experience
  • Minimum 5 years of data analytics, reporting and/or ERP systems; and,
  • Minimum 5 years of experience in supply chain management.
Skills
  • Extensive knowledge of IOM/UN internal procurement and financial rules, as well as IOM's
system and processes as they apply to procurement and logistics; and,
  • Excellent level of computer literacy and good knowledge of SAP is an advantage.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be
fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another
official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.
