OBJECTIVES OF THE PROGRAMME
Unitaid, a partnership hosted by the World Health Organization is focused on accelerating the introduction and adoption of key health products primarily for HIV & co-infections, tuberculosis, malaria and women & children's health. It creates systemic conditions for sustainable and equitable access and aims to foster inclusive and demand-driven partnerships for innovation. It designs and invests in innovative approaches to make quality health products available and affordable in low- and middle-income countries. It promotes collective efforts with partners, countries and communities, unlocking access to the tools, services and care than can deliver the best results, improve health and address global health priorities.
DESCRIPTION OF DUTIES
Under the supervision of the Human Resources Officer,
1. Serve as the focal point for Staff Learning and Development:
  • Develop and maintain the annual training catalogue for Unitaid staff
  • Liaise with the WHO Career Development and Learning Department to follow up on all training needs, training undertaken, and payments
  • Liaise with UNOG's Centre for Learning and Multilingualism, the UNSSC, and other training providers to organize corporate training as necessary
  • Research common training interests and needs of staff; gather feedback from staff on their individual training experiences
  • Review individual staff training requests for appropriate training approvals per the guidelines.
  • Conduct surveys and hold consultations with staff to evaluate current training needs and identify areas for development.
  • Initiate procurement requests for training in GSM and ensure timely payment.
  • Keep training records up to date and ensure organizational compliance with mandatory training.
  • Extract e PMDS status reports regularly and update teams on status.
  • Provide support to staff on performance management issues as necessary.
2. Support recruitment processes:
  • Collaborate with the HR Officer and initiate recruitment-related actions in GSM and Stellis, from creating posts to advertising a vacancy notice
  • Provide support to the panel on administrative aspects of selection processes.
  • Review consultant requests, advise on rates, initiate requisitions in Stellis, and create consultant contracts in GSM.
  • Serve as a backup for the Human Resources Officer, addressing issues and responding to queries.
  • Serve as the central point for pre-arrival and arrival formalities, ensuring all arrangements are in place for the arrival of new staff, including key stakeholders such as IT, GHC reception, and Team Assistants.
3. Manage HR data:
  • Manage complex HR data, update tracking sheets as and when required, and prepare HR reports to the Executive Board, donors, grantees, and other key stakeholders.
  • Prepare regular updates and reports on recruitment.
  • Manage existing HR data. Maintain accurate and updated digital staff records.
4. Manage HR communication:
  • Develop and manage communication tools such as digital HR newsletters, announcements, and Share Point/HR channels on Teams.
  • Develop HR presentations on the current and anticipated changes within WHO and Unitaid and create reports on HR metrics.
  • Participate in and assist the Human Resources Officer with Staff Engagement activities.
  • Prepare Unitaid-specific communication materials, SOPs, and checklists for various transactions to enable accurate administration per WHO's procedures and policies.
  • Perform other duties as deemed necessary by the supervisor.
REQUIRED QUALIFICATIONS
Education
Essential: A first level university (Bachelor's) degree in Psychology or Management or Business Administration.
Desirable: An advanced level degree in one of the above fields.

Experience
Essential:
  • At least one year experience in human resources management and administration
  • Experience in the area of staff learning and development
  • Experience in managing complex data
  • Experience in the area of communication
  • Experience using ERP systems (such as Oracle, Taleo etc.).


Desirable: Experience or knowledge of the HR processes of the UN system of organization(s)

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 39,401 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3129 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
