Context:
At IOM Headquarters, within the Department of Humanitarian Response and Recovery (DHRR),
the Department Support Unit serves as one of the core instruments for supporting the
Department, Regional Offices and Country Offices for managing crisis preparedness, response
and recovery.
Under the overall supervision of the Deputy Director of DHRR, and the direct supervision of the
Emergency Preparedness and Response Officer, the Programme Support Officer will provide
technical, and process related support for the coordination and development of IOM’s
humanitarian response and recovery portfolio through the following responsibilities and
accountabilities.
1. Review project proposals and donor reports submitted by Country Offices (COs), Regional
Offices (ROs) and DHRR according to IOM and donor requirements, document ambiguities and
substantive errors according the IOM Project Handbook.
2. Facilitate and follow up on the adequate coordination and inputs from relevant DHRR
thematic experts in the project review and endorsement process.
3. Support COs and ROs in reviewing situation reports, appeals, memos and other strategic
documents produced and provide technical and process related guidance to help ensure
adherence to established standards.
4. For Level 3 (L3) emergencies, assist the Migration Emergency Coordinator (MEC) and Crisis
Coordinator in coordinating forums/ meetings, tracking deployments, and managing in/out
communications, and carry out other related functions as assigned, acting as a technical focal
point in the L3 Support Team, as per the set standard operating procedures.
5. Coordinate the review of Crisis Response Plans from COs within DHRR.
6. Provide technical inputs and support for the coordination and implementation of DHRR’s
internal reporting efforts, in line with DHRR and organization-wide initiatives, including but not
limited to crisis updates and regular DHRR submission to various meetings and internal and
external information products.
7. Provide technical information and inputs to support communication efforts, including drafting
inputs for the development of key products for publication internally and external dissemination.
8. Support capacity building initiatives, the maintenance and improvement of the Emergency
Manual in close coordination with the staff in charge of knowledge management when and if
requested.
9. Undertake duty travel to support COs and ROs as required.
10. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Political or Social Science, Law, Human Rights, International Affairs,
relevant professional experience; or,
- University degree in the above fields with four years of relevant professional experience.
- Experience in the field of humanitarian response and recovery, especially in the context of
- Experience working at an international level with the UN, international organizations and
- Experience in project development, monitoring and/or evaluation.
- Excellent writing and editing skills with a knowledge on the development of log frames, result
- Demonstrated ability to communicate with a wide variety of audiences; and,
- Good level of computer literacy, including database applications.
IOM’s official languages are English, French, and Spanish. All staff members are required to be
fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of another
official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.

Recommended candidates endorsed by the Appointments and Postings Board will remain

Appointment will be subject to certification that the candidate is medically fit for appointment,
accreditation, any residency or visa requirements, and background verification and security
clearances. Subject to certain exemptions, vaccination against COVID-19 will in principle be
required for individuals hired on or after 15 November 2021. This will be verified as part of the
medical clearance process.
