Context:
Under the overall supervision of Chief of Mission and direct supervision of the Data and
Analytics Programme Manager, the Assessments and Data Coordination Officer (Durable
Solutions and Recovery) will be responsible for providing technical, administrative and process
related support for evidence-based decision making through internal and external coordination
and generating data for durable solutions and recovery programmes including drafting of
thematic briefs and other products.
Core Functions / Responsibilities:
1. Analyze IOM and external data related to durable solutions and recovery to document gaps
gaps by amending or developing relevant data collection and analysis.
2. Produce and/or draft targeted internal and external products (reports, briefs, and
presentations) to support evidence-based decision-making. Disseminate and present these to
targeted audiences.
3. Encourage the use of data within the recovery and development spectrum of the UN’s
activities in Ukraine, including management and coordination associated with IOM’s role as
chair of the Data for Solutions & Recovery working group (D4SR).
4. Closely coordinate with key internal and external stakeholders, including IOM programme
teams, UN agencies, Non-Governmental Organizations (NGOs), think tanks, government
authorities, and other stakeholders to facilitate an update of evidence in decisions related to
durable solutions and recovery.
5. Liaise with key national authorities and ministries engaged in recovery and management of
internally displaced persons (IDP) policies to provide technical support as necessary, in close
collaboration with DTM’s governance-support team.
6. Monitor the use of evidence in decision-making by IOM units related to recovery and durable
solutions, supporting their data needs to help ensure an evidence-based approach to
programming.
7. In close coordination with the Assessments & Data Coordination Manager, encourage uptake
and implementation of relevant global standards at country level, including the Durable
Solutions to Internal Displacement Recommendations, the IRIS Recommendations on IDP
Statistics, as well as the Inter-Agency Standing Committee (IASC) Operational Guidance on
Data Responsibility in Humanitarian Action, among others.
8. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in International Relations, Political Science, Development, Humanitarian
field from an accredited academic institution with two years of relevant professional experience;
or,
- University degree in the above fields with four years of relevant professional experience.
- Experience working in international organizations, humanitarian response and/or durable
- Experience in the development and analysis of databases related to humanitarian and
- Experience in relevant issues such as migration, displacement, and humanitarian assistance
- Proven experience in reproducible statistical analysis with R and/or Python – ideally the
organized to assess those skills.
- Experience working in data visualization and information product design (e.g. through
- Communication and coordination in a high-pressure and intercultural working environment;
- Data collection, research, and report writing;
- Compiling diverse datasets and summarizing complex data into audience-appropriate
- Proven computer background, including experience with relational databases, Microsoft
IOM’s official languages are English, French, and Spanish. All staff members are required to be
fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of
Ukrainian and/or another official UN language (Arabic, Chinese, French, Russian, and Spanish)
is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.

Competencies will be assessed during a competency-based interview.
Other:
Internationally recruited professional staff are required to be mobile.
Any offer made to the candidate in relation to this vacancy notice is subject to funding

This selection process may be used to staff similar positions in various duty stations.
Recommended candidates will remain eligible to be appointed in a similar position for a period
of 24 months.

the Professional Category of staff members. For this staff category, candidates who are
nationals of the duty station’s country cannot be considered eligible.
Appointment will be subject to certification that the candidate is medically fit for appointment,
accreditation, any residency or visa requirements, and background verification and security
clearances. Subject to certain exemptions, vaccination against COVID-19 will in principle be
required for individuals hired on or after 15 November 2021. This will be verified as part of the
medical clearance process.
