Expertise France is the public agency of French international technical cooperation. The agency operates around four priorities:

• democratic, economic and financial governance;
• security and stability of countries in crisis/post-crisis situations;
• sustainable development;
• strengthening health systems, social protection and employment.

In these areas, Expertise France carries out engineering and implementation missions for capacity building projects, mobilizes technical expertise and acts as an aggregator of projects involving public expertise and private know-how.

With an activity volume of 233 million euros, more than 400 projects in portfolio in 80 countries, and 63,000 days of expertise, Expertise France focuses its action towards France’s solidarity policy, influence and economic diplomacy.

Expertise France (EF) is recruiting a Deputy Team Leader for a 12-month mission based in Kyiv (renewable contract based on the performance under the total duration of the project of 18 months).
Under the supervision of the Project Team Leader, the Deputy Team Leader will be responsible for coordinating with local partners, and will support the Team Leader in the day-to-day management of the project. He/she will be responsible for facilitating communication and collaboration with local partners, ensuring the implementation of activities and supporting expert missions, monitoring progress and reporting. In addition, he/she will contribute to the preparation and review of project reporting, and ensure that activities meet quality standards and established deadlines. Specifically, the Deputy Team Leader is responsible for three distinct functions on the project:

• Support for steering, coordination and operational implementation of activities;
• Participation in planning exercises and financial monitoring;
• Representation with the project’s stakeholders.

The overall objective of the project is to improve the management and use of public funds in Ukraine for greater public transparency, accountability and efficiency.
The specific objectives of the project are :
(1) SO1: Strengthen the regulatory and legal framework for financial control of public funds in Ukraine;
(2) SO2: Improve the system of financial control of public funds in Ukraine in order to exercise effective control over their proper use.
The project beneficiaries are :

• the SAS, which will benefit from direct legal, technical and material support;
• the Ukrainian public funds control system (internal control in ministries, ACU, etc.);

• University degree relevant to the position (e.g. political or social sciences, international cooperation, project management, or any other relevant field);
• 3 to 5 years' experience in international cooperation project management;
• Previous experience in monitoring projects financed by the European Union (EU) or any other international donor;
• Excellent knowledge of project cycle management tools and methods;
• Adaptability and organizational skills, anticipation, prioritization;
• Initiative and autonomy;
• Strong coordination and teamwork skills;
• Ability to work in English and Ukrainian (spoken and written), French would be an asset;
• Good command of the Office suite (Word, Excel, Power Point, etc.);
• Sense of diplomacy
