Purpose of consultancy
Contribute to the WCO UKR programmatic and other activities on rehabilitation, assistive technology and long-term care.

Background
In line with the Global WHO 2030 disability inclusion agenda, WHO Ukraine is scaling-up its support to national and international partners in Ukraine to combat exclusion, promote the rights of persons with disabilities, build a resilient and inclusive health system and, ultimately, support a healthier population.
To meet these objectives WHO supports the scaling up of specialized rehabilitation service, develops the foundations for community-based care for Ukrainians across the life cycle, promotes coordination and integration of services at the oblast and community level with a focus on health and social care, and works with Organizations of Persons with Disabilities in Ukraine (OPDs) to optimize national efforts towards realizing the rights of persons with disabilities. WHO also contributes technical expertise to a multi-year disability inclusion framework jointly led by the Go U and the United Nations Country Team.
WHO’s strategic objectives for rehabilitation and assistive technology in 2023 -2025 include:
1. Acute/Sub-Acute rehab: Technical support and guidance to prevent clinical complications following traumatic injury and promote improved clinical outcomes through rehabilitation and AT interventions (acute and sub-acute rehabilitation phases), including scaling up specialized rehabilitation services for spinal cord injuries.
2. Non-specialized rehab: Promote optimal function, health and independence for all Ukrainians who have sustained injury, have an impairment, long-term health condition or disability.
3. Rehab system strengthening: Strengthen the Ukrainian health system through rehabilitation, AT and disability-related capacity building to enhance system resilience to shocks and stressors.
4. Disability Inclusion strengthening to ensure access to health services in Ukraine for all.

Deliverables
Contribute by coordinating WCO UKR programmatic activities on rehabilitation, assistive technology and long-term care:
1. Coordinate WHO rehab and disability team and visiting consultants, to ensure all rehabilitation activities are aligned with WHO’s 5-year strategy and monitoring framework and that any emergency interventions contribute to delivery of sustainable results on longer-term heath system strengthening in Ukraine.
2. Coordinate provision of technical support to strengthen WHO’s approach to specialized rehabilitation services across sub-acute and long-term rehabilitation phases, including enabling functioning of centralized rehabilitation pathways for these health conditions.
3. Coordinate provision of technical support to strengthen WHO’s approach to non-specialized rehabilitation services across sub-acute and long-term rehabilitation phases, including enabling functioning of regional decentralized rehabilitation pathways for these health conditions.
4. Supporting leadership of the Rehabilitation Working Group (RWG) by strengthening service mapping and identification of gaps. Maintaining up to date information on centres and organizations providing rehabilitation services and assistive products.
5. Strengthen the RWG’s reach and effectiveness in Ukraine by supporting the development of a rehabilitation road map under the direction of the rehab unit lead.
6. Improving referral pathways of trauma patients, working with rehab partners and clinical stakeholders in eastern oblasts, for example, neurosurgeons, to ensure access to specialised rehabilitation based on clinical needs, informed decision making and patient preference.
7. In collaboration with logistics and procurement teams establishing of unified AT lists and support the provision of essential equipment and assistive technologies (AT) to raise capacity of inpatient rehabilitation settings and promote AT access in the community in multiple Oblasts of Ukraine.
8. Supporting the national rehabilitation and disability technical officer to influence rehabilitation and AT policy development in Ukraine.
9. Advise and provide inputs on development of project proposals and project implementation, monitoring and evaluation plans ensuring alignment with the WHO Ukraine 5-year rehab and disability strategic framework.
10. Identify potential new partners and collaborating centres in Ukraine which can improve WHO’s operations and completion of the 5-year strategy goals.

Contribute by coordinating other WCO UKR activities, connected to rehabilitation, assistive technologies, long term care and disability inclusion:
11. Contribute to the review of country health needs, priorities and resources by analysing key data sets and providing the rehab unit lead with preliminary findings.
12. Facilitate programme formulation by assisting the rehab unit lead to design targeted and relevant rehab and AT projects e.g., proposal design, log frame development, and implementation thus optimizing WHO assistance to the Government of Ukraine.
13. Coordinate with relevant international and bilateral agencies: for purposes of building partnerships, collaboration, and coordination.
14. Work with WHO Collaborating Centres and other scientific institutions: to exchange information, establish collaboration and assign specific responsibilities, including organization of training courses.
15. Identify and communicate priorities, plans, needs and concerns related to the health response, recommending coordination mechanisms and improvements to the country’s emergency response. This will include ongoing need assessments and response planning.

The consultancy mission will follow the principles of confidentiality. All documents and information collected will be treated as confidential and used solely to facilitate the analysis. WHO reserves all intellectual property rights in relation to this expert mission and all related documents and data. No copies of these deliverables or data used to produce them shall be used, reproduced, or shared with other parties without the written authorization of WHO.

Qualifications, experience, skills and languages

Educational Qualifications:
Essential:
  • Bachelor’s degree in occupational therapy, physiotherapy, speech and language therapy or other relevant.

Desirable:
  • Master’s degree in Rehabilitation, Public Health, Social Science.
  • Project Management certification

Experience
Essential:
  • At least 7 years of international working experience in disability and rehabilitation
  • Proven track record of working in disability and rehabilitation in emergency response and coordination.
  • Familiarity with international rehabilitation networks (associations and alliances)

Desirable:
  • Experience of working with UN agencies on disability, rehabilitation and/or assistive technology.
  • Experience of implementing WHO tools on strengthening rehabilitation in health systems in the WHO European Region
  • Experience of working with governments, Organisations of Persons with Disabilities (OPDs), nongovernmental organizations, professional associations and developmental partners.


Skills/Knowledge:

  • Proven project management and organization and skills.
  • Excellent analytical and writing skills.
  • The ability to coordinate with external partners and provide effective support.
  • Ability to synthesize knowledge and effectively express ideas in writing.
  • Ability to work in multicultural and multidisciplinary settings and excellent inter-personal skills.
  • IT Skills: Microsoft Excel, Outlook, One Drive, Power Point, Teams and Share Point

Languages
Essential: Written and spoken fluency in English is essential
Desirable: Working knowledge of other UN languages


Location
On-site: Kyiv, Ukraine

Travel
The consultant is expected to travel to other operational hubs in Ukraine as required

Expected duration of contract
Target Start Date: 15 October 2024 (the date could be discussed additionally).
Target end date: 14 September 2025
Contract Duration: 11 month

Remuneration and budget
Duration of the contract: 11 month (21 working days per month)
Consultant pay band range: Band B
Monthly rate: from 7 000 USD to 9 980 USD (based on the candidate's skills and experience)
Contract total value: from 80 850 USD to 109, 780 USD (based on the candidate's skills and experience)
Terms of payment: The payment will be on a monthly basis after provision of Technical Report and approval from Responsible Officer.

Living expenses
Living allowances total value: 17 835, 60 USD
Numbers of the days and daily rate: 11 month (334 days), daily rate 53.4 USD
