Key function, accountabilities and related duties/tasks

Summary of key functions/accountabilities:
  • Quality Assurance support
  • Enforcing and strengthening internal controls to ensure that systems are in place to prevent, detect and report non-compliance
  • Awareness and capacity building of staff and implementing partners for effectiveness and efficiency
  • Fraud risk Management support


  • Quality Assurance support
  • Review internal work process in Programme and Operations to make sure that accountabilities are clear and placed at the adequate level as per global policies and/or best practices.
  • Periodically conduct a quality review of the table of authority to ensure compliance with the existing policies;
  • Periodically test compliance with the Table of authority and adherence to the delegation of authorities in line with UNICEF policies and Procedures; and
  • Formulate recommendations on actions to be taken to enforce and strengthen accountabilities.
  • Monitor and analyze financial transactions, accounting reports and reconciliation of accounts to ensure accurate and current financial information for applicable compliance (e.g., IPSAS, donor reporting, internal policies) and management oversight, planning and/or action.
  • Support the implementation of HACT (technically and administratively) in line with the HACT policy and procedure and other relevant organizational policies, procedures and guidelines, including the DFAM Policy 5: Cash Disbursements Supplement 3-Cash Transfers (HACT). This includes coordinating the preparation of CO annual assessments and assurance plan, facilitating its execution and coordinating with other adopting agencies as appropriate.
  • Contribute to the design of and implement quality assurance strategies/processes for the implementation of the CSO procedure. This includes processes to ensure that implementing partners are selected and assessed in accordance with the CSO procedure and that all documentation is in line with corporate standards as stipulated in the CSO procedure.
  • Contribute to the design and implementation of quality assurance strategies/processes to ensure that HACT assessments and assurance activities are undertaken in accordance with corporate terms of reference and guidance and that appropriate follow-up action and escalation steps are taken as needed.


  • Enforcing and strengthening internal controls to ensure that systems are in place to prevent, detect and report non-compliance
  • Assess completeness, adequacy, and compliance of work processes in Programme and operations for effective programme implementation.
  • Implement a risk-based system to periodically and systematically review a sample of programme implementation activities to ensure they are carried out according to established work processes and in compliance with UNICEF policies and Procedures.
  • Maintain a system to document and report weaknesses in internal control.
  • Participate and contribute as necessary in office internal and external audits, EU verification missions and other donor audits/exercises, and follow up and help in implementing actions aimed at addressing internal controls gaps and building the capacity of responsible staff.
  • Assist in the follow-up on the implementation of the internal/external audit recommendations and provides feedback on the status to the supervisor.
  • Assist in the identification of operational and programmatic risks and weaknesses and make recommendation to mitigate them.
  • Assist in managing the office risks through e GRC.
  • Contribute to maintaining statutory committees’ compositions and TORs


  • Awareness and capacity building of staff and implementing partners for effectiveness and efficiency
  • In reviewing work processes and enforcing internal controls, the incumbent should systematically identify opportunities for more efficiency and value for money; and
  • Maintain a system to collect information on losses of resources (Cash, Assets, Supplies, etc.), report to the supervisor and recommend measures to be taken to minimize such losses.
  • Establish a system to document and report weaknesses in internal control and implement actions aimed at addressing internal controls gaps (guidance, memos…) and building the capacity of responsible staff;
  • Analyze cause and effect of policy changes to the operations of the office, anticipate changes and advise on the new way of doing business;


Fraud risk Management support
  • Contribute to the operationalization of the global anti-fraud strategy at the CO level.
  • Support in collecting evidence to respond to OIAI’s queries when initially assessing allegations of wrongdoings or during actual investigations; and
  • Identify lessons learned from investigations and measures to be taken accordingly.
  • Support the Risk & Compliance Manager in Fraud risk training / orientation to Partners and suppliers.


Undertake specific tasks as advised by the Supervisor, with due consideration to the level of technical expertise required for this position which shouldn’t be involved in the day-to day Programme and Operations activities.


The incumbent will contribute on the recommendation of the appropriate application and interpretation of rules, regulations, policies and procedures, as well as on work priorities, which affect the efficient programme delivery. This post will assist directly the Operations Manager carrying all quality assurance functions in the CO and FOs and work closely with the Implementing Partnership Specialist and in all HACT related activities.

Education:

An advanced university degree (Master’s or higher*) in Business Administration and Financial Management. Operations Management, Strategic Management, Risk Management, Audit, Investigation, Internal Control, Statistics and Data Analysis or Accounting certifications are considered as assets.
  • A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.


Experience:

At least 5 (five) years of continuous professional work experience in Risk and Compliance or another directly relevant area, several of which in internal audit. Experience in financial management, particularly developing and implementing financial control systems, ERM, audits, internal control preferably with international organizations, NGOs and UN.
Field experience /familiarity with Emergency.

Language Requirements:

Fluency in English is required. Knowledge of another official UN language or local language is an asset.

Otherwise, the selection will be canceled.

Government employees who are considered for employment with UNICEF are normally required to resign from their government positions before taking up an assignment with UNICEF. Eligible staff members on fixed-term, continuing or permanent contracts applying to IP TA positions in a duty station designated as L2/L3, may be able to retain a lien and their fixed-term entitlements, subject to approval by their Head of Office. The conditions of the temporary assignment will vary depending on the status of their post and relocation entitlements may be limited as per the relevant policies.
