Benefits to You
- We pay 95% to 99% of medical insurance premiums for full-time employees, including mental health coverage.

The Linn County Circuit Court in Albany, Oregon, is hiring an Administrative Analyst (Analyst 2).
In this role, you will analyze the court’s policies and procedures that involve employees, training, policy directives, facilities, budgeting, safety and security, business continuity planning, and new programs, as well as existing and proposed legislation impacting the court. You will develop recommendations and practical solutions, interpret and apply conclusions, implement changes, and communicate frequently with management, court staff, and external agencies. You will use data dashboards to run reports, fulfill data requests from external stakeholders, review data quality, identify errors and inconsistencies, and make corrections.
Additionally, you will serve as a confidential analyst for human resources matters. You will conduct studies and compile data for the court’s management team, update employee records in Workday, and liaise with OJD’s Human Resource Services Division. As hiring needs arise, you will initiate recruitment requests, review and approve job postings, screen applications, participate on interview panels, make hiring recommendations, and provide orientation and training to new hires. You will also create and deliver trainings about new court programs. To help promote a positive work environment, you will work closely with the management team to plan team activities and organize judicial investitures and retirement ceremonies.
As project lead for court facility improvements, you will research, develop, manage, and roll out projects as assigned by the Trial Court Administrator. You will collaborate with internal and external stakeholders, maintain regular communication with project participants and affected parties, prepare organized and time-sensitive documents, and provide recommendations and progress reports. In managing the court’s procurement projects, you will track available funding, gather input from staff, inspect court facilities, make proposals for allocating funds, and be the on-site contact for deliveries.
You will collaborate closely with our IT Specialists as needed for implementing software, managing local system configurations, adjusting permissions and roles for court personnel, monitoring workflow queues, and serving on technology work groups. You will also assist with maintaining the court’s Share Point site and public-facing webpage.
Assigned tasks may be changed to accommodate workload and organizational needs.

Minimum Qualifications

The qualified candidate must have a bachelor’s degree in business, court administration, public administration, or a related field.
AND
Two (2) years of increasingly responsible professional-level experience that typically supports the knowledge, skills, and abilities required for the position.
OR
Any combination of education and experience equivalent to six (6) years of experience that typically supports the knowledge, skills, and abilities for the position.
Note: Professional-level experience is defined as:
- The ability to use independent judgment and discretion in performing work duties.
- A level of specialized knowledge in the field of work with some authority for independent decision-making.
- In-depth work requirements, such as data gathering, analysis and interpretation.
- Interaction with a broad range of individuals.
- Individual accountability for results.

Requested Skills and Attributes

- Experience analyzing existing and proposed policies, procedures, and legislation.
- Experience writing various reports, policies, procedures, and other documents that provide analyses and recommendations.
- Experience accomplishing work through developing collaborative relationships with internal and external stakeholders.
- Experience interacting with and providing feedback to all levels of management.
- Experience designing and providing training for adult learners.
- Skill in public speaking and presenting to groups of varying sizes.
- Experience overseeing budgets or helping to oversee budgets.
- Experience working in a court system or other legal environment.
- This is a full-time position, and the work schedule currently is 8:00 a.m. to 5:00 p.m. Monday through Friday. This position is eligible for overtime compensation for hours worked in excess of 40 per workweek.
- Occasional after-hours or overtime work may be required.
- There is a high volume of work to complete, including a high volume of data entry, and there are frequent interruptions.
- Heavy volume of interaction with court customers.
- Frequent phone and in-person contact with people from diverse backgrounds.
- Frequent phone and in-person contact with people who may be facing challenging life circumstances, highly stressful situations, or trauma.
- Long periods of sitting or standing.
- Regular use of the following equipment: telephone, OJD-assigned computer with multiple monitors, copy machine, fax machine, and scanner.
