Adult Protection and Dementia Programs Supervisor

Introduction


The Department of Health Services (DHS), Division of Public Health (DPH) works with our local and tribal public health partners, and community groups statewide, on a wide variety of programs and services that protect the health of Wisconsin residents.
DPH is recruiting for an Adult Protection and Dementia Programs Supervisor in the Bureau of Aging and Disability Resources (BADR).
This position offers the option to work remotely up to 5 days per week and will be headquartered at the DPH central or regional offices. The schedule may vary based on training or operational need.

Position Summary

As the Adult Protection and Dementia Programs Supervisor, you will be responsible for directing and overseeing the overall operations, programs, and policy authorized by Title VII of the federal Older Americans Act (OAA): Vulnerable Elder Rights Protection Activities; and by Wisconsin Statutes Chapters 46.90 and 55. You will also direct the development and implementation of the Vulnerable Elder Rights Protection (Title VII) section of Wisconsin’s State Plan on Aging which sets policy direction for these program areas statewide. Responsibilities include providing leadership and guidance to staff members who administer the following program areas:
  • Protection and Services for Elder Adults at Risk
  • Protection and Services for Adults at Risk
  • Guardianship and Advanced Directives
  • Dementia-specific Programs and Grants
  • Dementia Systems Change through the State Dementia Plan
  • Technical support and training for the State Long Term Care Ombudsman Program.
This supervisory role includes extensive team-building activity rooted in commitment to build healthy work culture. Similarly, this role requires leadership in supporting healthy relationships with partner agencies across the program services network.
Salary Information

The starting pay is between $42.00 and $44.33 per hour (approximately between $87,400 and $92,200 per year), depending on qualifications, plus excellent benefits.
Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. The position is classified as a Social Services Supervisor and is in pay schedule and range 81/03. A 12-month probationary period is required.
Job Details

  • For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.
  • Employees must have access to both a private workspace and secure high-speed internet for remote work option. Mileage reimbursement to the employee’s headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.
Qualifications

Minimally qualified applicants will have all of the following:
  • Experience in a supervisory role (e.g. hiring, evaluating performance, training, mentoring, or coaching staff, delegating tasks, etc.).
  • Experience with federal and state laws related to legal and protective services for older adults (e.g. Older Americans Act, Wisconsin Elders Act, Wisconsin Statute Chapters 46.90, 51, or 55, etc.).
  • Experience presenting highly technical, data driven, or controversial information and issues to internal and external partners (e.g. executive leadership, government officials, community advocates, members of the public, etc.).
Well-qualified applicants will also have one or more of the following:
  • Experience with Wisconsin's human service delivery system for older adults, such as Wisconsin's Aging Network, legal assistance system, or county or tribal government operations.
  • Experience with governmental administrative, fiscal, legal, and reporting activities.
  • Experience applying health equity principles to address social determinants of health or health disparities.
