Deputy Director of Workforce Development/ Youth Bureau

VACANCY:At present there is (1) vacancy for this position in the Seneca County Division of Human Services.
RESIDENCY: Candidates must have been legal residents of Seneca County or one (1) of the six (6) contiguous counties for one (1) month preceding the date of application. Preference in appointment may be given to successful candidates who have been legal residents of the municipality in which appointment is to be made for at least one (1) month prior to the date of certification and are residents of such municipality at the time of appointment.
TYPICAL WORK ACTIVITIES: (Illustrative Only):
Provides Assistance to Commissioner of Human Services Including:
· Plans, organizes and supervises the work activities of all subordinate professional and non-professional staff Provides guidance to division supervisors;
· Coordinates staff in all program responsibilities;
· Plans, implements and evaluates programs of the Workforce Development Department;
· Assists Deputy Commissioner and Commissioner in planning, conducting and overseeing staff training and performance;
· Maintains liaison with representatives of Finger Lakes Works Workforce Investment Board, DHS Temporary Assistance, DHS Services, Finance department, DHS Support Collection, other not for profits, government agencies, private sector businesses to gain their participation in programming. Assists the Deputy Commissioner and Commissioner in long range planning of the Workforce Development Department;
· Ensures that correct county, state and federal administrative policies are adhered to by all employees of the Workforce Development Department and reports completed;
· Prepares and interprets a wide variety of narrative and tabular records, both hard copy and electronic necessary for the control and operation of Workforce Development Department activities;
· Coordinates agency operations with public or private agencies;
· Completes performance evaluations and training of direct reports;
· Acts for Deputy Commissioner or Commissioner in their absence as related to Workforce Development in Seneca County
When assigned to Youth Bureau:
· Trains and supervises the Runaway Homeless Youth Caseworker positon and provides after-hours back up coverage;
· Coordinates and case management of the Workforce Innovation Opportunities Act Youth Program, TANF Summer Youth Employment Program and responsible for recruitment of youth for the program, determining program eligibility, and completing necessary monthly management reports and recruiting businesses for a work experience program site to prepare youth for unsubsidized employment, training opportunities, application preparation, etc. for enrolled youth in the program.
· Coordination of Youth Bureau youth development program activities including the coordination of the Independent Living Skills Program for at risk youth;
· Involvement in Raise the Age implementation of programming;
· Coordination of the Safe Harbor NY Human Trafficking initiative;
· Position works directly with administrative personnel including the Commissioner and Deputy Commissioner and the Director in long range planning of the Workforce Development Youth Bureau Department;
· Assists the Deputy Commissioner in coordinating policy and reports directly to the Deputy Commissioner;
· Assist in the development of planning and budgeting for department programs. Completes portions of state required plans;
· Interprets a wide variety of narrative and tabular records, and policies both hard copy and electronic necessary for the control and operation of Department activities;
· Maintains liaison with representatives of Finger Lakes Works Workforce Investment Board, DHS Temporary Assistance, DHS Services, Finance Department, and DHS Support Collection, department representation on several county committees and task forces including but not limited to Substance Abuse, Suicide and Homeless Coalitions, Single Point of Access and Criminal Justice Advisory Board and System of Care;
MINIMUM QUALIFICATIONS:
· Possession of a Bachelor’s Degree in public or business administration, industrial or labor relations, economics, political science, social science, human resources or related field; AND two years of full-time experience in employment program planning and development and analysis, personnel counseling or placement, public or business administration, economic or labor relations or related field. TWO YEARS OF THIS EXPERIENCE MUST HAVE BEEN IN A SUPERVISORY CAPACITY.

NOTE: Two years of supervisory experience is required. Post High School educational training in the areas defined in (A) can be substituted for non-supervisory experience on a year-for-year basis
NOTE: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.
