JOB BRIEF
The Director of Facilities is responsible for planning, organizing and directing facilities management operations for the organization, including all buildings and grounds, utilities, energy management, and maintenance of mechanical, electrical, fire/life safety, and plumbing systems to provide a safe, healthy, and comfortable environment for staff and visitors. This position is also responsible for design and construction projects as well as capital improvement planning. The Director of Facilities is self-directed and acts as an effective leader, helping to foster a culture of continuous improvement and sustainable change and providing strategic and tactical guidance for the department’s delivery of exceptional service. This position is based in Washington, DC and reports to the Chief Operating Officer (COO).

TARGET SALARY
Grade 15 - $163,000- $169,000
The Institute uses the General Schedule salary tables for administering compensation. Offers are determined based upon candidate qualifications, related experience, internal equity, and the amount budgeted for the position.
RESPONSIBILITIES
Major Duties and Responsibilities
  • Develops, implements, and administers systems that ensure efficient performance and provide superior quality service in building operations; ensures compliance with established policies and procedures.
  • Serves as senior adviser to the COO, providing status briefings of building operations and escalating issues as necessary.
  • Supervises and directs the work of the Facilities Team staff; evaluates job performance, supports professional development, and that the overall services provided sufficiently meet the needs of the operating areas for which they are responsible.
  • Serves as an emergency essential employee for emergency operations. Available, ready, willing, and able to report for duty under all circumstances for operation 24hours a day and 365 days per year coverage for all related incidents.
  • Oversees maintenance of safety through the inspection of and preparation for drills and facilities operations.
  • Prepares annual operating budget in collaboration with the Operations Business Manager. Develops and recommends a capital expense budget for long-range repairs and improvements to the facility.
  • Manages and provides technical direction to staff assigned to provide the Institute’s facilities management, engineering, porter and housemen services, and parking management services.
  • Plans, prioritizes and directs major renovation and construction projects.
  • Assists the COO with development of presentations to the Board Security and Facilities Committee, reporting on the progress of major construction projects and building operations requiring Board oversight.
  • Manages the Institute’s relationship with regulatory agencies having oversight of exterior improvements, including the National Capital Planning Commission, the U.S. Commission of Fine Arts, and the DC Office of Planning.
  • Serves as a liaison with local, state, and federal agencies on all matters pertaining to facilities.
  • Continually reviews processes and practices, troubleshoots operational challenges, optimizes workflows, and ensures that resources are effectively allocated to meet operational goals and provides feedback to the COO.
  • Working with the Director of Grants and Contracts Administration, develops and negotiates terms and conditions of contracts with vendors who supply building operations or construction services to the Institute.
  • Manages contractor and vendor relationships, including proposal review and approval, task order performance, project budget and schedule management, and liaison with and advocacy for internal stakeholders. Ensures compliance with contract terms.
  • Stays up to date with organizational best practices, processes, benchmarks, and industry trends; shares best practices within and across teams.
  • Adopts a philosophy of customer service excellence and customer relations for the performance of all duties; establishes and promotes this philosophy with all Facilities staff, contractors, and service partners.
    • Maintains active awareness of things going on in and around the Institute’s campus, and always looking for opportunities for continuous improvement. Performs other duties as assigned.
QUALIFICATIONS
  • Bachelor’s degree in facilities management, engineering, property management, business management, or related field, or an equivalent combination of relevant education and experience.
  • Minimum of fifteen (15) years of experience with progressively responsible management experience required.
  • RPA or CFM certification preferred.
  • Proven knowledge of principles and practices related to the management of maintenance, custodial, and landscape activities.
  • Superior knowledge of Federal regulations and procedures of building operations, including but not limited to, energy efficiency, sustainability, prohibited items, and codes.
  • Technical knowledge of design and construction of interior space to ensure optimal use and flow.
  • Strong project management and collaboration skills and experience overseeing intricate projects; and previous experience implementing adaptive projects in highly complex and dynamic environments, with the ability to coordinate the input and priorities of multiple players, including negotiation and conflict resolution.
  • Excellent organization and leadership skills supervising all phases and functions of staff responsible for a variety of activities impacting multiple operations, including the proven ability to lead and manage a team of hard and soft facilities leaders and foster a culture of innovation and continuous improvement.
  • Excellent communication (verbal and written, including superior editing/proofreading) and interpersonal skills, with the proven ability to think strategically, examine operations and procedures, and to effectively re-engineer/develop, communicate, and implement/execute plans with all levels of professional, technical, and administrative staff of an organization.
  • Ability to analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • Ability to set high standards for personal and departmental performance and possess skills and abilities to achieve them.
  • Thorough knowledge of financial and budgeting processes and principles.
  • Ability to serve as an emergency essential employee – required to be available, ready, willing, and able to report for duty under all circumstances for operation 24hours a day and 365 days per year coverage.
