Description of Job
The Work Unit:
The Health Facilities and Emergency Medical Services Division (HFEMSD) is responsible for the oversight and enforcement of a broad range of federal and state statutes and regulations applicable to a wide variety of health care facilities and services in Colorado, including hospitals, clinics, ambulatory surgical facilities, renal dialysis centers,
emergency medical services providers, designated trauma centers, long term care facilities, and many other specific types of health care services. The division licenses, certifies and surveys healthcare facilities and services; provides patient safety and healthcare quality programs; recognizes Emergency Medical Service (EMS) education programs and certifies EMS providers, designates trauma centers and licenses all air ambulance services operating within the state.

As outlined in statute (C.R.S. section 25-3.5 101 et seq.), the purpose of the Emergency Medical and Trauma Services Branch is to reduce morbidity and mortality resulting from sudden illness and injury by overseeing the delivery of emergency medical and trauma services (EMTS) in Colorado. The branch improves access to healthcare services and/or interventions through the establishment, maintenance and control of EMTS system components. The regulatory responsibilities of the work unit include the certification of EMS providers, the recognition of educational institutions that deliver initial EMS provider training and continuing education, the licensure of air ambulance agencies, the administration and management of the EMTS funding program and the designation of hospitals as trauma centers. The State Emergency Medical and Trauma Services Advisory Council (SEMTAC), the Emergency Medical Practice Advisory Council (EMPAC), the 11 Regional Emergency Medical and Trauma Advisory Councils (RETACs), the Designation Review Committee, the Pediatric Emergency Care Committee, and other stake-holders provide input on the work of the branch. Guidance, direction and standards from national EMTS models are also considered in system development and modification.

Summary of Position:
This position works independently to support the EMTS Branch by serving as the liaison to and coordinator of the 11 Regional Emergency Medical and Trauma Services Advisory Councils (RETAC). Additionally, this position provides coordination and oversight of boards and commissions intended to support emergency medical and trauma services
throughout the state. This primarily involves the State Emergency Medical and Trauma Services Advisory Council (SEMTAC) but may also include other related boards, committees and task forces. Also provides support for other Funding Section activities such as contract management, invoice processing, and technical assistance.

MINIMUM QUALIFICATIONS:

Experience Only:
Six (6) years of relevant experience in an occupation related to the work assigned to this position such as program administration within a government or nonprofit agency or or other experience that provided knowledge and experience working with boards, councils or committees.

OR

Education and Experience:
A combination of related education and/or relevant experience in an occupation related to the work assigned equal to six (6) years such as a bachelor's degree in public administration, business administration, or other appropriate degree and two (2) years of relevant experience such as program administration within a government or nonprofit agency or or other experience that provided knowledge and experience working with boards, councils or committees or a master's and a bachelor's degree relevant to the role such as in public administration, business administration, or other appropriate degree. A master's and bachelor's degree in these fields will also substitute for the years of experience on a year-for-year basis.

Conditions of Employment:
  • A pre-employment background check
  • Ability to travel independently or with a group of other waste diversion specialists up to 5% of the time. Travel may include field audits, attend conferences, deliver presentations, attend meetings, etc. May be required to use a state fleet vehicle depending on location and availability.
  • Must be available in the event of an emergency, (e.g., bio-terrorist attack, chemical attack, disease outbreak or all hazards) and be required to report to work immediately at the regular or alternate location.
  • Must be available in the event of the activation of the Continuity of Operations Plan (COOP) and be required to report to work immediately at the regular or alternate location.
