Environmental Analysis and Review Specialist - Project Position

Introduction
The WI Department of Transportation (Wis DOT), Division of Transportation System Development (DTSD) is recruiting for a Regional Environmental Coordinator (Environmental Analysis Review and Specialist - Entry or Advanced) project/permanent to join our Northwest Region Team!
This full time permanent position will be headquartered in either in Eau Claire or Superior, WI!

Position Summary
Support and assist regional project teams in identifying and completing the necessary environmental tasks of their projects. Analyze, evaluate and document the impacts of Wis DOT plans, programs and projects on the environment. Assist in maintaining the environmental program’s document inventory system for managing and tracking Wis DOT environmental documents. Assist with the updating of environmental chapters of the Facilities Development Manual and other Wis DOT policy and guidance documents. Assist in the development and maintenance of computer records and databases related to Wis DOT’s environmental program and projects.

Salary Information
The Advanced level position is in schedule-range (15-03) with an annual salary of $64,480-$83,200.
All positions come have excellent benefits. A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.
Job Details
These project/permanent positions have been authorized until May 2026. Project/permanent positions are eligible for all benefits (including paid time off) as well as civil service status. After successful completion of the 12 month probationary period (if applicable), employees in these positions will attain permanent status and will be eligible to transfer to other permanent positions similar to other permanent employees in state service. This allows employees to be considered for other similar positions when the project position approaches its expiration date of 24 or 48 months.
Occasional travel may be required for this position.

Certain positions within this Department may allow remote/work from home flexibility for a portion of their work schedule, depending on the needs of the position and the work unit. This topic and any remote work flexibility that may be available will be discussed in more detail in the interview process. For permanent positions that allow remote work flexibility, it is not anticipated that working outside of Wisconsin (or bordering cities) will be allowed because positions may need to report to office locations in Wisconsin on short notice.
Qualifications
- Reading and/or understanding environmental laws, rules, policies, and/or procedures
- Analyzing, evaluating, or documenting environmental areas of concern (wetlands, hazardous materials, archaeological and historical investigations, threatened and endangered species, etc.)
- Working as a member of a team – which may include project or committee work
- Reading and interpreting highway plans, maps, exhibits
- Preparing environmental documents in accordance with NEPA and WEPA regulations
- Preparing and/or analyzing environmental documents for accuracy
- Experience providing research, analysis, consultation and coordination services on proposed environmental laws and regulations.
- Experience finalizing NEPA and WEPA documents to ensure compliance with FHWA regulations
