Duties
- The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity.
- Serves as a senior advisor to the USCIS Verification Division regarding privacy compliance and supports cross-governmental initiatives.
- Provides privacy analysis of government-wide operations related to Verification systems and supporting IT systems.
- Develops robust policies, issuances and directives, and proposes new ideas or revisions to such documents.
- Provides training and conducts educational outreach to Verification staff on privacy related matters.
- Determines the applicability and effect of new or proposed legislation, executive orders, and DHS directives and other department-wide decisions on the Verification Program.
- Analyzes, edits and drafts privacy compliance documentation for the Verification Program, such as Privacy Impact Assessments (PIAs), System of Records Notices (SORNs), Privacy Threshold Analysis (PTA), etc.
- Serves as a technical advisor on Computer Matching Agreements (CMAs) to ensure privacy is integrated into the operations by overseeing the CMA content negotiations, reporting deadlines and publishing requirements.
- Leads efforts in analyzing Information Sharing Agreements, such as MOUs, MOAs, etc. to comply with privacy compliance documentation requirements and privacy policies.

This position IS NOT considered "essential" for purposes of reporting to work when the facility might otherwise be closed.
Residency Requirement: There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas.
Probationary Period: You may be required to serve a probationary period of 1 year.
Qualifications
Time in Grade does not apply to Delegated Examining Announcements, any reference to Time in Grade in the questionnaire will not apply to the rating and ranking of applicants.
GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
- Serves as an advisor and technical authority on all issues related to privacy and develops relationships with external data sharing partners and other staff members.
- Provides privacy analysis of DHS and government-wide operations related to all Verification systems and supporting IT systems.
- Develops robust policies, issuances and directives, in coordination with internal and external stakeholders of new ideas or revisions to such documents.
- Provides training and conducts educational outreach to Verification staff on privacy related matters.
- Leads efforts in the development of Privacy Impact Assessments, PTA, SORNs, and completion of reports as required by FISMA, Privacy Act, and Homeland Security Act.
- Manages the development of metrics and tracking systems to monitor ongoing projects.
- Leads efforts in analyzing privacy laws, regulations, and policies as they pertain to program operations.
- Prepares guidance for privacy compliance procedures and operations.
- Leads the agency effort for privacy compliance of Computer-Matching Agreements (CMA).
