Job Description

Under direction, the 2904 Human Services Technician assists Social Workers and Protective Services Workers in the Human Services Agency’s (HSA) Family and Children’s Services (FCS) program. Human Services Technicians in FCS are responsible for providing supportive services to children and/or adolescents in the areas of supervision and transportation. They have regular contact with clients, their relatives, representatives of outside agencies, and the public. Some positions require working on weekends and evenings.

ESSENTIAL DUTIES:

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.

  • Transport children to their identified foster-care placements, scheduled family visits, and other appointments (install car seats into vehicles when required).
  • Supervise children to ensure their safety and wellbeing and engage with children through a variety of activities.
  • Supervise contact between children and their parent during “Family Time” contact.
  • Provide nurturing care for neglected or abused children.
  • Monitor the medical and psychological needs of children.
  • Complete a variety of forms containing confidential information including, but not limited to: medical information, case records, appointments, and scheduled visits.
  • Perform general office tasks including photocopying, filing, answering telephone, and using computers and casework management systems.
  • Communicate via email and telephone with foster-care placement units, supervisors, Protective Service Workers, coworkers, and other individuals as required to schedule various activities for children.
  • Carry small children and/or items weighing up to 40 pounds.
  • De-escalate crisis situations for the protection and care of the child and/or their families.
  • Restock inventory of food, clothing, and other supplies.

Qualifications
Experience
:

One (1) year of experience in a position which has direct responsibility for the care of children in a public or private setting. An example of qualifying experience would be a childcare worker in a group home or residential treatment facility or teacher’s aide or para-professional in a family and children’s program or school. Babysitting is not qualifying experience.
Substitution:
Fifteen (15) semester units (or equivalent quarter units) of coursework, from an accredited college or university, in child development, social welfare, social/human service, sociology, or other social or behavioral science may be substituted for up to six (6) months of the required experience as described above.
License and Certification:
Some positions may require possession of a valid California Class C driver license and a good driving record.
Please note special scheduling requirements:
  • Some positions require working in the evenings and/or weekends
  • Overtime is required at times to ensure assignments are completed
  • Work hours may vary seasonally depending on workload demand and school schedules. Some shifts start as early as 6:30am and/or end as late as 8:30pm

SELECTION PROCEDURES
Multiple Choice Examination (Weight: 100%)
Candidates who meet the minimum qualifications will be invited to take a remote multiple-choice exam. The exam is designed to measure essential knowledge, skills, and abilities in job-related areas which may include, but not limited to:
  • Ability to demonstrate patience, empathy, and understanding of children that deal with a significant amount of trauma.
  • Oral communication skills.
  • Knowledge of proper grammar, punctuation, and spelling.
  • Skill to accurately observe signs of physical abuse.
  • Ability to promote and maintain professional, cooperative working client relationships.
This computer-administered test can be taken at home or at a time and location of one’s convenience, but only within the time period specified on the test notification. Candidates must have access to a computer and reliable internet connection to participate in this exam. Candidates without access to a computer should contact the analyst as soon as possible for accommodation.
The above test components are considered standardized and, therefore, test questions and answers are not available for public inspection or review.
A passing score must be achieved on all examination components in order to be placed on the eligible list.
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:
Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be twelve (12) months, and may be extended with the approval of the Human Resources Director.
