This position is an IT Specialist (Data Governance) assigned to the Division of Data, Analytics, and Information Sharing (DAI) under the Office of Technology and Data Services (TDS), Office of Intelligence and Analysis (I&A), Department of Homeland Security (DHS).
I&A's mission is to equip the Homeland Security Enterprise with the intelligence and information it needs to keep the Homeland safe, secure and resilient. This position, in a developmental capacity, serves as a Data Governance Analyst to provide advice and guidance on a wide range and variety of complex data and Information Technology (IT) issues, and leads complex data and IT work projects and assignments up to and including the TSI/SCI network classification.
This position as an IT Specialist (Data Governance) is at the full performance level as a GS-13 level. This position description is linked to career ladder GS-9/11/12 position descriptions, and used as a recruitment tool to expand the population of potential candidates and to attract and retain an individual with the potential to aspire to the full performance level. Promotion to the next or full performance level is neither guaranteed nor implied and will be based solely on the incumbent's ability to perform at the lower Grade(s) as determined by the position's supervisor.
DUTIES INCLUDE:
- The incumbent is responsible for supporting ongoing IT projects, data management, and data governance programs and policies that have a significant impact on the delivery of National Security and Intelligence systems. Assists Senior IT Specialists in planning for the requirements, strategy, deployment, and implementation of new systems. Participates in defining post-implementation support requirements. Analyzes requirements and expectations for the delivery of IT system, information sharing policies, and data services. Communicates, develops and implements performance criteria to ensure that requirements are achieved.
- Consults with other experts in other data management and IT specialty areas to develop communications to inform customers, solve problems, and to instruct them in taking necessary actions.
- Develops and advises on Office and Program policies. Composes memoranda and decision papers, and conduct briefings on data policy for, and behalf of, the Office of Intelligence and Analysis; assist in negotiating, writing, and coordinating office, Department, and Enterprise-wide data policies to support IT initiatives in the data environment.
- Supports or enhances the level of IT services provided through the planning and program analysis of projects on management and classified data policy. Implements changes in response to changes in intelligence customer requirements. Resolves issues related to the delivery of IT systems and services. Keeps abreast of changes in stakeholder mission requirements through interaction with management in Division and Program organization.
- Participates in meetings and discussions with representatives of industry, intra-agency advisory Committees, and various federal, state and local agencies to resolve data management and IT problems. Works with other agency IT and data management experts in the strategy, security and delivery of classified hardware, software, and policy for new network or for major modifications to existing networks. Serves as the technical point of contact to the DHS Chief Data Officer Council, IC Chief Data Officer Council, Data Access Review Council, and other data governance and information sharing forums, as assigned.
- Supports projects to prototype and pilot new system concepts and enhancements. Identifies problems and specific issues and conducts feasibility studies for enhancements and modifications to classified and unclassified IT systems.
- Participates in the planning of data management strategy, enhancements, and selections. Analyzes, reviews, and recommends upgrades for capabilities. Assists Senior IT Specialists to define use cases and coordinates the implementation of improved data management or IT tools and practices.
- Acts as liaison to Intelligence Community and DHS Chief Data Officer Councils and participates in coordinating data management strategies and implementation.
- Perform other duties as assigned.
- Must be able to obtain/maintain a Top Secret/SCI Security Clearance.
- Overtime may be required in response to a significant event.
- Must be a U.S. Citizen
- Occasional Travel - Overnight travel may be required.
- Incumbent is subject to pre-employment and random drug testing.
- Employee may be deemed an essential employee and may perform “exempt” activities during a lapse in government appropriations.
QUALIFICATIONS AND EVALUATIONS:
Specialized Experience:
To qualify for the GS-13 level, you must possess one of the following:
Experience: at least one year of specialized experience in the Federal service, or comparable experience not gained through Federal service. For this level, specialized experience is defined as:
- Expert skills in applying analytical and evaluative methods and techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature.
- Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources in the area studied.
- Superior skills in preparing, organizing, and delivering briefings to managers on study findings and recommendations.
- Ability to communicate both orally and in writing to prepare and present findings, briefings, project papers, status reports, and correspondence to foster understanding and acceptance of findings and recommendations.
- Advanced skills in applying analytical and evaluative methods and techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature.
- Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources in the area studied.
- Advanced skills in preparing, organizing, and delivering briefings to managers on study findings and recommendations.
- Ability to communicate both orally and in writing to prepare and present findings, briefings, project papers, status reports, and correspondence to foster understanding and acceptance of findings and recommendations.
- Proficiency in applying analytical and evaluative methods and techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature.
- Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources in the area studied.
- Proficiency in preparing, organizing, and delivering briefings to managers on study findings and recommendations.

VETERANS:

WHAT TO EXPECT NEXT:

BACKGROUND INVESTIGATION:
To ensure the accomplishment of its mission, the Department of Homeland Security (DHS) requires each and every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully complete a background investigation for a TOP SECRET/SCI security clearance as a condition of placement in this SPECIAL SENSITIVITY level position. This review includes financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs.
