Job Description
The Department of Technology, Management and Budget supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems. This position is with Agency Services
area of DTMB.

This position will function as the interface architect for Technical and Application Development within the Bridges Eligibility application area. The interface architect role will be responsible for making architectural decisions about the current system, which involves multiple agencies and applications interfaced with the Bridges Eligibility application, as well as future line-of-business integrations. This position should have knowledge on various external interfaces like Medicaid Management Information System (MMIS, Modernizing Continuum of Care (MCC), Public Assistances Reporting Information System (PARIS) Federal interface with Defense Manpower Data Center. Employment Training interface, State and Federal Death Match, Office of quality assurance/food and nutrition services, Home Heating credit Annual processing with Michigan Treasury and Energy Providers. It is essential that these decisions are made by someone with a working knowledge of the Bridges Eligibility application and expertise in the Bridges framework. The interface architect’s roles include enterprise policy and process development, interface architecture, audit and security planning, capacity planning, implementation, and support. This position will work with clients to understand the client agency’s business objectives and align information technology architecture to support these objectives. Moreover, it will provide technical leadership, guidance, and direction to Bridges contractors, SOM staff, and application development teams for all IT projects within the program scope and interfacing systems. Additionally, this position will offer technical expertise to DTMB managers and directors.

SIGNING BONUS:
This position may be eligible for a sign-on bonus up to $2,500. Up to $1,250 to be paid upon new hire and the remainder to be paid after satisfactory completion of the initial probationary period (12-month period). This does not apply to current state employees.

Required Education and Experience
Education
Possession of a bachelor's degree with at least 21 semester (32 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management or mathematics.

Experience
Information Technology Specialist 15
Three years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.

Alternate Education and Experience

An associate's degree with 16 semester (24 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, mathematics or equivalent; and at least two years of experience as an application programmer, computer operator, or information technology technician and four years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.
OR
At least an educational level typically acquired through the completion of high school and at least three years of experience as an application programmer, computer operator, or information technology technician and four years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11 or one year equivalent to an Information Technology Infrastructure or Programmer/Analyst 12.

Vacation and Sick Leave: Eligible full-time employees receive between 15 and 35 personal days and 13 sick days per year that may be rolled over to the following year if not used. Eligible employees also receive an additional day each year for community service or school functions.

Paid Parental Leave: Eligible employees can take 12 weeks of paid leave immediately after a birth or adoption to allow needed time together at home with a new child.

Paid Holidays: Eligible employees receive 13 or 14 paid holidays each year including New Year’s Eve and Day, Martin Luther King Jr. Day, Presidents’ Day, Memorial Day, Juneteenth, the Fourth of July, Labor Day, Election Day, Veterans Day, Thanksgiving, Thanksgiving Friday, Christmas Eve and Day.
