JOB SUMMARY
Under general supervision, this position performs various clerical and specialized technical tasks associated with the zoning, building permit application, and plan review process to ensure effective and efficient office operations. Ensures adherence to International Building Code and International Residential Code guidelines, rules, and regulations. Reports to the Building Official.
ESSENTIAL JOB FUNCTIONS (examples, not all-inclusive)
  • Performs various customer service functions by telephone and in person, including providing information and assistance related to Building Inspection, Planning and Engineering services, activities, procedures, fees, forms, or other issues.
  • Responds to questions or complaints, researches problems, and initiates problem resolution.
  • Processes all permit applications and enters all permit application data into Department software, including building, electrical, mechanical, plumbing, mobile home, code clearance, home occupation, and land disturbance.
  • Reviews applications for accuracy and completeness; assists in obtaining tax map numbers.
  • Verifies proper City of Greenwood business license and state license.
  • Accepts construction plans and plan documents, surveys, specifications, and other state and local authorizations required to initiate the application review process for large and small projects.
  • Coordinates, distributes and tracks the review process of large and small permit application projects by interacting with the various City and county departments, developers, architects, engineers, contractors, and applicants.
  • Contacts, schedules, and issues approved permits face-to-face with the permit applicant.
  • Processes the review and issuance of daily walk-ins non-plan review.
  • Prepares certificate of occupancies and certificate of completion.
  • Maintains daily logs of inspections, permits, certificates of occupancies, and certification of completions; prepares reports as needed.
  • Prepares and distributes inspection documents and plans to the applicant; instructs the applicant on various aspects of the inspection process and responsibilities to ensure an efficient completion of the process.
  • Prepares and maintains the permit inspection file with all required documents and plans for distribution to the inspection staff; collates and distributes permit file information to appropriate staff and the general public when needed, such as flood elevations, subcontractor roster, reprints, etc. • Prepares agenda packets for various Board meetings, including the Joint City/County Planning Commission and Joint City/County Board of Zoning Appeals.
  • Attends scheduled meetings of the Joint City/County Planning Commission and Joint City/County Board of Zoning Appeals.
  • Verifies, updates, and maintains all contractor, architect, and engineer license data in the permit software program.
  • Works directly with the SC Department of Labor, Licensing and Regulation to identify proper State licensing and bonding requirements before permit issuance.
  • Processes inspection requests; receives requests and complaints via phone from contractors, owners, and the public; enters requests and complaints into a computer program; schedules inspections regarding building trades, zoning, tree removal, and various complaint inspections.
  • Maintains file system of various files/records; prepares, organizes, and files documents in a designated order.
  • Retrieves/replace files as needed or requested; scans records for long-term future research; shreds/destroys confidential or obsolete documents.
  • Conducts records maintenance activities in compliance with record guidelines coordinated with the City finance director.
  • Monitors inventory levels of departmental equipment and supplies; initiates orders for new/replacement materials; receives and distributes supplies and equipment.
  • Maintains and runs the monthly construction data and permits issues reports for the United States Census Bureau, Mc Graw Hill, Building Statistics, and monthly City Manager report.
  • Researches records for homeowners, contractors, or city and county officials as needed.
  • Performs administrative clerical tasks, which include but are not limited to making copies, sending/receiving faxes, or processing incoming/outgoing mail.
  • Performs other related duties as required.
QUALIFICATIONS
Education and Experience:
High School diploma or equivalent and three years of experience in customer service and permit processing, or related field or an equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain valid certification from the International Code Council as a Permit Technician or must be obtained within one year of employment. Must have a valid SC driver’s license.

  • Ability to utilize mathematical formulas, add and subtract totals, multiply and divide, determine percentages and decimals, and determine time and weight.
  • Ability to inspect items for proper length, width, and shape.
  • Ability to coordinate hands and eyes in using variable types of equipment.
  • Ability to handle a variety of items, office equipment, control knobs, switches, etc. Must have moderate levels of eye/hand/foot coordination.
  • Ability to differentiate colors and shades of color.
  • Ability to deal with people beyond receiving instructions. Must be adaptable to performing under moderate stress when confronted with an emergency.
  • Ability to talk by expressing or exchanging ideas using spoken words and hear by perceiving the nature of sounds by ear.
Working Conditions:
Frequent Interruptions and many deadlines to meet.
Physical Requirements:
Must be physically able to operate various automated office machines, including fax machines, computers, calculators, typewriters, telephone systems, copiers, etc. Must be able to exert up to ten pounds or force occasionally and a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. Work involves sitting most of the time but may involve walking or standing for brief periods. Must be able to lift and carry weights of approximately 10 to 20 pounds.
