The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes, across the State of Maryland. Nature of Work: The MDTA Police Body Camera Coordinator operates within the MDTA Police Central Records Unit processing open record requests for body-worn camera and other digital media, including reviewing and redacting video/audio for public release. The incumbent is required to communicate professionally and effectively using strong interpersonal skills, such as tact and discretion to provide exceptional and timely customer support to civilians, law enforcement, and court representatives requesting relevant body-worn camera, in-car camera, digital voice media, or other documents and data records in accordance with the Maryland Public Information Act (MPIA) and/or Freedom of Information Act (FOIA). Duties for this position include, but are not limited to, the following:
  • Review and create videos to be shared with courts and other federal, state, and local police agencies;
  • Comply with subpoena and Maryland Public Information Act requests;
  • Transfer, download, tag, and mark events;
  • Perform audio/video redactions;
  • Ensure proper records retention of digital materials;
  • Adhere to policy related to access of footage for investigations, reports, and audits; and
  • Maintain police incident, accident, and criminal report filing systems in order to facilitate data retrieval and research incompliance with State Field Reporting System Guidelines.
The incumbent receives general supervision from the Director of the Central Records Unit. The current vacancy exists in Baltimore, MD.

Qualifications
MINIMUM QUALIFICAITONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Three (3) years of experience in administrative or professional work. **One (1) year of this experience must involve the use of equipment and current computer programs to perform technology-based tasks related to body-worn camera video and other forms of digital media, voice recordings, and evidentiary materials.

The ideal candidate will possess the following:
  • Knowledge of the Maryland Public Information Act (MPIA) and/or Freedom of Information Act (FOIA).
  • Knowledge of other federal, state, and local laws which may impact the public’s access to law enforcement records, such as Family Educational Rights and Privacy Act (FERPA) and various Annotated Code of Maryland Articles/COMAR.
  • Working knowledge of Coban Video program, Evidence.com web application and excellent computer and Microsoft Office skills.
  • Basic knowledge of laws, legal codes, court procedures, precedents, and government regulations as they relate to law enforcement.
Notes:
1. Candidates may substitute education at an accredited college or university at the rate of 30 credit hours for each year of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.
