This position may allow hybrid work for a portion of the work schedule up to 95% depending on the employee’s preference and needs of the work unit. Any hybrid work flexibility that may be available will be discussed in more detail in the interview process.
For positions that do allow hybrid work flexibility, employees may need to report to a DCF office location on short notice. There is no mileage reimbursement when traveling to the headquarter location. Our DCF locations are in the following cities: Madison, Milwaukee, Waukesha, Green Bay, Eau Claire, Wisconsin Rapids, La Crosse, Rhinelander, and Fond du Lac. Employees need to report to the 201 W. Washington Ave. Madison, WI office or the 635 N 26 St. Milwaukee, WI office on their first day for onboarding and orientation.

Position Summary

Program and Policy Analyst- Advanced supports the ongoing operation of the statewide out-of-home care system for youth involved in child protective services and youth justice, in accordance with federal and state law, child welfare standards, and administrative rule. This position is responsible for policy and procedural analysis, development, support and recommendations within the section to ensure the highest quality services for Wisconsin’s children and families with a focus on programs, such as Family Find and Engagement, kinship care, kinship navigator, subsidized guardianship, ongoing services standards, specialized funding to support the provision of resources to caregivers across the state, and foster care licensing guidelines and requirements, etc. This includes working collaboratively with key partners across the state system, local child welfare agencies, private providers, courts, education, and legal representatives to provide training, technical assistance and support to county, tribal and private child welfare agencies.
In support of the putting families first, child welfare strategic transformation initiative, this position has primary responsibility within the strategic priority of keeping children in family-like settings. This position is responsible to assess, research, analyze, and recommend policy and practice changes to support relative and like-kin caregivers, including managing and enhancing programs that support relatives and like-kin caregivers by removing systemic barriers and ensuring children can be placed with kin safely. Salary Information

The starting salary is between $33.00 and $40.00 per hour ($68,640 and $83,200 annually), depending on qualifications. Pay for current State of WI employees will be based on the compensation plan in effect at the time of the appointment. Pay for current state employees who are transferring will be determined based upon the pay on transfer rules (higher level duties or equity) as outlined in the compensation plan in effect at the time of appointment. The pay schedule/range is 07-03. A one-year probationary period may be required.
Job Details

Due to the nature of the position, final candidates may be required to allow DCF to conduct a security background check to determine whether the circumstances of any pending charges or convictions would be substantially related to the job being filled.
Applicants must be legally entitled to work in the United States (i.e., a citizen or national of the U.S., a lawful permanent resident, an alien authorized to work in the U.S. without DCF sponsorship.) The Department of Children and Families does not sponsor visas, either at time of hire or at any later time.
Qualifications

Minimally qualified applicants will have:
  • Experience working in child welfare or another related human services field with direct ties to child welfare (teaching or correctional officer experience alone does not meet requirement, unless there are other qualifying experiences)
  • Experience analyzing, developing, supporting, and recommending/or policies and procedures
  • Experience supporting families, aligned with “putting families first” philosophy in a professional role
Well-qualified applicants will have:
  • Experience working with system or organizational diversity and equity efforts
  • Experience working with organizational and system level change-management processes
  • Experience working with child welfare and/or human services program administration
  • Experience performing interventions and supports aimed at finding children permanency; while engaging supporting families, relatives and like-kin
  • Experience communicating verbally and in writing with a wide variety of stakeholders (public and private agencies, individuals, etc.)
