PROGRAM DEVELOPMENT SPECIALIST (HR SPECIALIST II/III - TRAINING) (SR-18/SR-20) [1 vacancy]

Position Information




The Department of Human Resources is looking to hire Program Development Specialists (Human Resources Specialists) at either the II or III level. There is one (1) current vacancy and one (1) anticipated vacancy with the Labor Relations & Training Division, Personnel Development & Training Branch. Under the supervision of the Branch Chief, these positions assist and participate in City-wide personnel development and training activities/projects.

Duties include but are not limited to:
  • Assists and participates in the planning, development, and coordination of long-range training plans and effective programs through various means, including, but not limited to, outreach surveys and questionnaires.
  • Identifies and recommends the types of activities and priorities necessary to meet the training needs of City.
  • Reviews and evaluates the programs, projects, training and development activities administered.
  • Develops and applies methods for testing and evaluating training programs.
  • Plans, develops, and conducts a variety of employee, supervisor, and management development programs, as assigned.
  • Works with departmental training specialists in developing, coordinating, and conducting training programs and in training methods and techniques.
  • Reviews and evaluates the program administered.
  • Supports departments with City’s Learning Management System and implementation of online learning; and conducts training as necessary.

***Level II (SR-18): Salary commensurate with applicable experience: $4,495 - $5,258 per month, pending approval and subject to funding availability.***

Minimum Qualification Requirements

At time of application, you must be a citizen, national, or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.

EDUCATION REQUIREMENT
:
Level II/III: Equivalent to graduation from a regionally-accredited four-year college or university with a bachelor's degree.

Education obtained outside of the United States must be comparable to a degree earned at a regionally-accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided. We also reserve the right to request further information about your academic program, evidence of comparability, or an original transcript.
Verification Requirement: You must submit evidence of your education in order to be given credit. Please attach an electronic copy of your diploma and/or official transcript which shows the embossed seal or applicable FCE to your application. Unofficial transcripts will not be accepted. All information on your documentation must be legible and complete in order to be given credit.
Substitution: Work experience may be substituted for the Bachelor's degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor's degree.
EXPERIENCE REQUIREMENT:
Level II:
(a) one year of professional (i.e., post-bachelor's degree, non-clerical) human resources management work experience or other responsible professional work experience which required substantial use of analytical skill and involved gathering, evaluating and analyzing facts and other pertinent information required to resolve problems and/or to determine and recommend appropriate courses of action; reading, comprehending, interpreting and evaluating technical subjects, analysis or proposals; and applying problem solving methods and techniques, such as defining and analyzing problems, identifying alternative courses of action, using judgment in determining appropriate alternatives; and preparing clear and concise written reports and recommendations for action;

OR

(b) six months of professional (i.e., post-bachelor's degree, non-clerical) experience in workforce management, adult education, and/or program development in a large organization, which involved developing, administering and/or presenting/facilitating training.

Level III:
(a) two years of progressively responsible professional (i.e., post-bachelor's degree, non-clerical) human resources management work experience or other progressively responsible professional work experience which required substantial use of analytical skill and involved gathering, evaluating and analyzing facts and other pertinent information required to resolve problems and/or to determine and recommend appropriate courses of action; reading, comprehending, interpreting and evaluating technical subjects, analysis or proposals; and applying problem solving methods and techniques, such as defining and analyzing problems, identifying alternative courses of action, using judgment in determining appropriate alternatives; and preparing clear and concise written reports and recommendations for action.
OR

(b) one year of progressively responsible professional (i.e., post-bachelor's degree, non-clerical) experience in workforce management, adult education, and/or program development in a large organization, which involved developing, administering and/or presenting/facilitating training, six months of which shall have been representative of work of the next lower level.

Substitution:
A Master's degree in Human Resources Management, Business Administration or Public Administration from a regionally-accredited college or university may be substituted for up to one year of the general professional human resources management or other responsible professional analytical work experience listed in part (a) of the Experience Requirement. The Master's degree cannot be used to substitute for part (b) of the Experience Requirement.

NONQUALIFYING EXPERIENCE:
Most work experience in a supervisory or managerial position includes responsibility for human resources management and/or training functions. However if the primary responsibility of the position is not concerned with professional training work, such experience is not considered qualifying.

Clerical or technical experience in a human resources management program involving work which is limited to the application of human resources management rules, regulations and procedures in support of the human resources management functions described above is not qualifying.

Having the required number of years of experience will not in itself be accepted as qualifying for the position. Your overall experience must have been of such scope, level and responsibility as to conclusively demonstrate the ability to perform the duties of the position.

LICENSE REQUIREMENT:
Valid driver's license (Type 3/automobile), as required. The current vacancy has this requirement.
