Job Responsibilities
This position is accountable for planning, organizing, coordinating, and directing rail equipment projects with Amtrak and other contracts throughout the United States.

This position reports to the Deputy Director of Railroads. Reporting to this position is the Equipment Specialist.

The environment for this position centers on the Department’s Passenger Rail Rolling Stock activities. In particular, it focuses on the procurement of new passenger rail equipment including locomotives and passenger rail cars, warranties, maintenance, and loss of service on rail lines as well as service efficiency development through infrastructure and rolling stock improvements. An important part of these projects is the determination of equipment viability which in turn hinges on warranty and/or new equipment procurement needs. It is the incumbent’s responsibility to recommend, develop, and oversee the determination of equipment requirements. A second element focuses on rail safety issues within an environment of state and federal programs under the administration of the Illinois Commerce Commission and the Federal Railroad Administration. The relationship between track improvements and safety requirements is clear and is an important segment of any cost determination. The nature of projects and the multiple interests represented create a sensitive environment where the incumbent plays an important role in keeping affected parties involved and informed and progressing toward implementation.

The greatest challenge of this position is to ensure the Passenger Rail Rolling Stock Section’s projects are implemented in compliance with the policies and guidelines relating to the capital programs and projects. Decisions must be consistent with departmental policy and the authority vested in the position. Failure to ensure compliance with policies, granted authority, and department plans and processes could result in state funds being expended without the accrual of the required benefits to the state. Contracts that are not developed and managed properly could result in additional unknown costs to the state through claims and legal actions. A typical problem for this position is the coordinating, organizing, planning, and directing of rail equipment projects with Amtrak and other contractors throughout the United States. Failure to keep rail equipment properly maintained, overhauled, and repaired in a timely manner and consistent with manufacturer’s recommendations could result in the degradation of rail service, passenger safety, and equipment availability.

Job Responsibilities Continued
The primary functions of this position are to manage new equipment procurement and rebuild and overhaul projects including the monitoring and documentation of Amtrak and contractor performance to ensure conformance with contractual requirements and equipment manufacturer’s recommendations and safety regulations. This position develops strategies to respond to changing procurement policies or procedures, stays current on new and innovative rolling stock technology, develops planning documents and databases to track existing projects as well as estimates future rework and rebuild costs and workload. The incumbent coordinates and oversees the work of multi-disciplinary teams assembled to address specific issues and has an extensive knowledge of contract administration processes and procedures. This position has firsthand knowledge of passenger railroad operating procedures, rolling stock and locomotive maintenance practices and standards, equipment design, warranty administration practices, accident estimations and repair, and railroad safety.

The incumbent accomplishes accountabilities through the following staff:

Equipment Specialist who is responsible for monitoring contractor’s manufacturing practices, procedures, and quality assurance programs as they relate to the state purchased railroad equipment.

The incumbent has wide latitude to perform duties and manage staff but is constrained by departmental and office policies and procedures and federal requirements. The incumbent participates in the selection, appraisal, and recommendations pertaining to their staff. Problems or issues outside of the scope of the procedures should be discussed with the Bureau Chief of Railroads and Deputy Director of Railroads to determine a recommended course of action.

The incumbent has internal contacts with department staff within the Office of Chief Counsel, Bureau of Business Services, Bureau of Information Processing, Office of Planning and Programming, and Office of Business and Workforce Diversity. This position has external contacts with railroad equipment manufacturers, vendors, consultants, representatives of state and federal governmental agencies, and the public. This position requires in-state and out-of-state travel and includes some overnight stays.

The effectiveness of this position is measured by the ability of the incumbent to successfully manage contract development, procurement, equipment maintenance, and warranties to ensure passenger rail safety and equipment availability.

Principal Accountabilities
  • Manages, directs, and oversees procurement and maintenance of rolling stock equipment.
  • Oversees the overhaul of rail projects and warranty administration.
  • Monitors and documents equipment procurement to ensure conformance with contractual requirements and equipment manufacturers’ recommendations and safety regulations.
  • Oversees equipment maintenance activities and approves proper documentation to ensure conformance with equipment maintenance requirements and the maintenance agreements.
  • Negotiates, amends, and administers new and existing contracts as it relates to rolling stock agreements.
  • Develops improved procedures to maintenance agreements within federal and state regulations and guidelines. Coordinates rail programs and actions with other appropriate offices of the department.
  • Develops planning documents and databases to track existing projects. Provides budget estimates for future rebuilds, rework costs, and workloads.
  • Evaluates and develops staff to maintain a high level of employee morale and work performance.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.
Qualifications
Minimum Requirements
  • Completion of a bachelor's degree majoring in business administration, management, public administration, economics, or project management PLUS four years of experience with managing procurement for rail cars and locomotives, managing warranty and maintenance agreements, negotiating agreements, managing rail operations, and working with federal funding programs for rail initiatives and rail programs, or a combination thereof; OR Twelve years of experience with managing procurement for rail cars and locomotives, managing warranty and maintenance agreements, negotiating agreements, managing rail operations, and working with federal funding programs for rail initiatives and rail programs, or a combination thereof.
  • Two years of supervisory experience.
  • Valid driver's license.
  • Occasional statewide and out of state travel with overnight stays.
  • Successful completion of a background screening.


Preferred Qualifications

  • Experience working with railroad corporations and private companies regarding rolling stock.
  • Understanding of rail operations.
  • Experience negotiating agreements with railroad corporations and private companies.
  • Ability to effectively lead, direct, and manage staff.
  • Strong oral and written communication skills.
  • Ability to plan and adapt as priorities and issues change.
  • Understanding of state procurement processes and requirements.
  • Understanding of rail state, federal, and local funding programs and constraints.
